Summary

The objective of NYPA’s Workforce Technical Development Program is to create programs specifically designed to support the technical growth of personnel in a variety of departments including engineering, project management, system planning/analysis, research/technology development, and energy efficiency. This growth focuses on areas specific to the development of technical degreed employees where gaps currently exist due to the general nature of academic degree programs, rapid emergence of new technology in the electrical utility industry, and the evolution of interaction between the power grid, energy suppliers, and customers. This program adds value by increasing the capability and capacity of the current workforce as well as helping to mitigate the risk to NYPA presented by an aging workforce and a more unpredictable younger workforce today and in the future.

The Workforce Technical Development Program Manager is responsible for working with department heads, senior leadership, and subject matter experts to identify and implement technical skills training programs. S/he is also directly responsible for working with external resources to physically develop and deliver the programs. These programs support employee technical development and define a clear skill set needed to support NYPA on its path to becoming an agile end-to-end digital utility. S/he also works closely with Talent Development and Talent Acquisition to ensure alignment to organizational strategy and objectives, and incorporate data and trends from NYPA’s talent management planning processes. This collaboration also supports employee recruitment and retention in the highly competitive utility workplace. The Program Manager is responsible for maintaining compliance to ISO 55001 Clause 7.2 – Competence as it pertains to the department. This includes training procurement, assignment, delivery, tracking, and reporting using processes that support NYPA’s effort to drive efficiency improvements through a sound asset management philosophy.

The Program Manager must be able to establish and maintain credibility as a technical resource to multiple fields and effectively communicate with all levels of the organization and external resources. S/he also needs to promote change management throughout the affected departments and champion the program across NYPA. This “matrix-style” organizational structure will require a Program Manager with the ability to communicate a strategic vision within a context of overlapping stakeholder interests at the executive level, and the willingness to challenge the status quo if superior alternatives arise.

Responsibilities

  • Increase the capability/capacity of the workforce to flexibly meet future demands by collaborating with technical leadership across NYPA to align corporate strategies and technical competency.

  • Identify and facilitate development and deployment of technical skills programs to address targeted/specific skill areas for degreed technical personnel across various NYPA departments.

  • Develop an integrated plan that prepares personnel to more efficiently transition between supervisory, planning, and engineering roles at generation and transmission facilities.

  • Develop and deploy technical programs that create a competitive advantage for NYPA in recruiting and retaining personnel at multiple levels of the organization.

  • Manage technical training partners to leverage their technical expertise and value as consultants across various departments.

  • Collaborate with Talent Development to ensure technical training and leadership/soft skills training are aligned and complimentary.

  • Manage a wide range of complex stakeholder relationships and maintain a deep understanding of the needs of stakeholders to ensure all activities deliver the greatest value, specifically in support of senior leadership.

  • Implement a company-wide program for monitoring and delivery of various certifications requiring ongoing continuous education.

  • Link goals to business and organizational results and develop role specific reports and dashboards to demonstrate support for strategic initiatives.

  • Act as a point of escalation for the program and ensure collaboration of any required parties leads to successful outcomes and/or issue/risk mitigation.

  • Thorough knowledge of NYPA Site Operations and its component business units, including work functions, roles, schedules, dependencies, and tools.

  • Demonstrated understanding of the power plant working culture; ability to shape change management approach to account for unique cultural peculiarities.

  • Ability to manage a wide range of complex stakeholder relationships and have confidence in challenging and building trust with senior sponsors.

  • Ability to facilitate the resolution of subordinate/peer conflicts and promote a positive working environment.

  • Demonstrated knowledge of engineering principles and practices, industry standards, procedures, and trends, coupled with good understanding of NYPA’s policies, operations, and objectives.

  • Ability to effectively communicate deep technology issues with non-technical senior management.

  • Ability to effectively communicate/collaborate with technology experts and subject matter experts.

Education, Experience and Certifications

  • Bachelor of Science in engineering field required. PE or Master’s preferred.

  • 5+ years experience as a practicing engineer in respective field.

  • 5+ years of experience in the Power Industry preferred.

  • Experience with NYPA Site Operations preferred.

  • 3+ years experience working with training needs assessment tools and techniques preferred. In lieu of specific needs assessment experience, can substitute demonstrated performance on mixed discipline engineering teams as a cross functional program manager

  • 2+ years experience in management and oversight of technical contractors and consultants and in formulating recommendations to management.

Physical Requirements

  • On-demand travel to NYPA sites and headquarters as needed for program administration, stakeholder management, Project/Product delivery. Up to 30% travel.
