Summary

Ensures financial and fiscal control and planning for the Authority. Manages the Authority's accounting and budgetary policies, practices and processes in accordance with generally accepted accounting principles and sound budgetary practices to meet compliance requirements and safeguard Authority assets. Provides integrated annual and long-range budgetary and financial plans and processes.

  • Financial reporting processes are dependent upon automated systems which continually need to be evaluated and modified consistent with financial control needs and revised policies and procedures.

  • Developing, implementing and maintaining an appropriate property records accounting function.

  • Must also implement and maintain processes to merge the accounting and budgetary functions into a unified financial management and planning function ensuring that development and cross-training of the staff.

Responsibilites

The VP provides interpretations, advice and recommendations to executive management and the Trustees on the planning, budgeting and use of resources to meet Authority business objectives. The position maintains an effective liaison and positive working relationship with all areas of the NYPA including headquarters departments and operating facilities as is essential to carry out its responsibilities

  • Establishes, implements and maintains corporate accounting policies and control procedures to protect the assets of the authority and ensure the integrity of financial information.

  • Advises executive management on the financial/accounting implications of major decisions and issues facing the Authority.

  • Analyzes proposed legislation, regulations, and accounting standards to determine financial impact on the Authority and develop strategies for addressing these issues.

  • Manages payroll and accounts payable activities to ensure prompt and accurate payment.

  • Manages the O&M and Capital budgeting and planning processes, including the preparation of an annual spending plan for executive management and Trustee review and approval.

  • Responsible for the preparation and interpretation of monthly O&M variance reports and quarterly capital variance reports, including recommendations for corrective actions as may be required.

  • Prepares financial forecasts and plans and advises executive management regarding policy and strategic issues.

  • Prepares monthly Trustee financial reports and numerous management reports.

  • Manages the services of the independent accountant to prepare audited financial statements.

  • Manages the Authority's participation and response to audits and other review processes of Authority operations by outside auditors, including the State Comptroller's office, the State Budget Division, the State Legislature, etc.

  • Ensures authority compliance with external accounting standards groups, such as FASB and GASB.

  • Coordinates activities with the line organizations to ensure the consistent application of accounting and budgeting policies and practices at the Authority's operating facilities and the ultimate realization of the Authority's business goals and objectives.

Knowledge, Skills and Abilities

Education, Experience and Certifications

This position requires a seasoned financial executive with demonstrated ability to manage a controllership function incorporating both accounting and budgeting functions, which are geographically distributed.

  • Demonstrated effective managerial and interpersonal skills.

  • Bachelor's Degree in Accounting

  • Master's degree in Business Administration, with major in accounting and/or finance preferred.

  • Minimum ten (10) years functional experience at the executive level.

  • CPA preferred.

Physical Requirements

Approximately 25% travel within NY State
