New York Power Authority Vice President - Planning in White Plains, New York

Summary

The Vice President Planning will serve as NYPA’s lead initiative owner in re-defining the New York State Canal System by turning a high-level vision into an actionable and implementable plan to transform the Erie Canal into a 21st century asset for communities in upstate New York. Reporting to the Senior Vice President of Strategy, this position will lead a cross-functional team designing complicated planning and development projects, navigating collaborating with a range of NYPA support services; liaising with the Canal Corporation’s operating divisions, overseeing community engagement across the region, coordinating efforts with other state agencies, communicating the vision to a wider public, and working with technical experts.

Responsibilities

  • Develop a detailed project plan and manage involved parties to deliver components in a timely and cost-effective fashion.

  • Develop, monitor and secure a budget for the internal team as well as for the project as a whole.

  • With other team members, identify interventions that will serve as the key transformative aspects of the project.

  • Liaise with relevant NYPA departments to ensure provision of key support services, including legal and regulatory, environmental, financial, human resources, IT and technical support.

  • Coordinate efforts at senior levels with other state agencies involved in the effort, specifically DEC, NYS OPRHP, Department of State, Ag and Markets and ESD

  • Advocate on behalf of the agency for cross-departmental support of the vision and individual initiatives.

  • Oversee external consultant teams providing strategic planning, design, economic development, and related services.

  • Be directly responsible to the NYPA CEO and Board on all activities relating to the transformation of the New York State Canal System, including technical, financial and strategic initiatives.

  • Develop the long-term business model to govern and sustain the vision in full

  • Represent the agency on any initiative related to the reimagining the New York State Canal System.

Knowledge, Skills and Abilities

  • Demonstrated track record in independently managing large-scale project planning and implementation

  • Understanding of environmental review processes, including NEPA, SEQRA and municipal counterparts

  • Excellent time management and prioritization capabilities, ability to focus on project deliverables

  • Strong interpersonal and communication skills

  • Ability to work in a team-oriented environment

  • Proven leadership of economic revitalization and park planning projects

  • Experience with historic preservation issues and review processes

  • Experience in selection and oversight of design teams

  • Familiarity with a variety of trust, foundation and “friends” structures for park assets

  • Track record of managing large capital programs

  • Familiarity and experience of working in an operating environment

  • Recognized level of skill in community outreach and stakeholder engagement

  • Experience in developing and participating in Board presentations and communications

Education, Experience and Certifications

  • 10 years of experience in economic development, park planning or other relevant public service role

  • Educational background in planning or related field

  • Bachelor’s degree from an accredited college/university; Master’s degree from accredited college/university preferred

Physical Requirements

  • Travel within New York State and Albany 50% of the time
