New York Power Authority Sr Program Director Project Management in White Plains, New York


The Sr Program Director Project Management provides leadership for the transmission program portfolio, develops coordinated approaches to project management solutions and drives a consistent approach. Resourcing decisions will be made at this level to meet future work needs, ensuring the resource pool receives appropriate training, and is allocated appropriately across all projects in support of NYPA’s VISION2030 plan.


  • Ensure projects and programs within the portfolio are managed in compliance with appropriate department and company policies and procedures and that new procedures are incorporated as required.

  • Responsible for adherence to and dissemination of key information as it relates to project governance and ensures appropriate governance procedures are followed on all projects.

  • Establish strategic KPI’s for the scope of work required and ensure adherence to same.

  • Identify, assess, determine risk mitigation strategies, and escalate at the program/portfolio level in alignment with the Asset Management Risk Framework.

  • Coordinating and collaborate to compile a realistic and strategic ten-year plan of work for the portfolio that incorporates Asset Management Strategy, constraints of the program(s), and estimates of cost and resource requirements for each undertaking.

Knowledge, Skills and Abilities

  • Ability to assemble and lead a diverse team of administrative, technical and construction resources to accomplish program objectives.

  • Excellent understanding of current project management, project controls, and construction management best practices.

  • Ability to interpret organizational and asset management objectives into a scope of work that accomplishes strategic objectives and be able to efficiently adjust plans to meet critical shifts to overall strategy.

  • Demonstrated ability to mediate program issues internally and externally.

  • Substantial knowledge of relevant technical engineering disciplines.

  • Strong program/portfolio management skills.

  • Strong grasp of contract management and administration.

  • Ability to influence decision-makers across departments, to work towards a common goal and resolve all issues in a way that benefits the organization and its objectives.

Education, Experience and Certifications

  • Bachelor of Science Degree in Engineering required: Electrical, Mechanical, Civil or related.

  • Advanced Degree preferred.

  • Minimum of 10 years utility experience with 8 or more years in Project / Construction Management.

  • Direct people management experience in Project/Construction Management/Engineering required.

  • Must have demonstrated experience in successfully managing projects and programs according to the standards and practices employed in the electrical utility industry.

  • Project Management Professional (PMP) certification preferred.

  • Design Build Institute of America certification preferred or ability to obtain within 2 years.

  • NYS PE License required.

Physical Requirements

  • Approximately 25% travel primarily in NY State.

  • Ability to physically access all areas of a facility.
