New York Power Authority Program Director Project Management (Transmission) in White Plains, New York


The Program Director (Transmission) is responsible for the execution of all work undertaken within their respective program. The Program Director will confirm the availability of Engineering and Site resources as well as the involvement of Asset Management while planning the program of work. This role ensures that all project-related work executed by direct reports is done so in a consistent and unified fashion. The Program Director acts as the next level of escalation for issues encountered by direct reports liaising with the Senior Program Directors, Senior Site Management, Operations Portfolio Management Group (OPMG), and Asset Management teams. This role assists in the development of annual programmatic objectives and is responsible for the implementation of key performance indicators (KPI) / metrics that are in alignment with the Regional Asset Management Plans and overall Asset Management Strategy. The Program Director provides insight into new, emergent, or unbudgeted work, as well as work recommended for deferral by OPMG or other groups to the Senior Program Director. Resourcing decisions are recommended and vetted at this level for adjusting resource levels to meet existing work needs within their program, ensuring they are allocated appropriately and have the appropriate skills and training required to meet future needs. This role is integral to ensuring that the execution of work performed within their respective program is done so in a manner consistent with department and company requirements as prescribed by the Senior Program Director, while providing forecasts of cost, schedule, and resources. Preference to be given to candidates who have past experience managing projects/programs on electrical transmission assets.


  • Oversee the execution of projects located within their program portfolio.

  • Ensure projects are implemented in a manner as is prescribed by the Senior Program Director; ensuring the execution adheres to company policies and procedures and that new procedures are incorporated as required.

  • Responsible for on-time creation of the annual program budget, certifying that the submitted budget is achievable and accurately reflective of the program’s forecast, goals, and objectives for the following year.

  • Develop plans to ensure established KPIs for the program of work are achievable, as it relates to Asset Management.

  • Identify, assess, determine risk mitigation strategies, and escalate at the program level.

  • Adhere to program’s project portfolio annual cost and schedule KPIs / metrics.

  • Communicate program objectives, progress, issues, and successes to the Senior Program Director for the purposes of reporting to senior management.

  • Disseminate key information related to Project Governance and ensure appropriate Governance procedures are followed within all projects.

  • Provide programmatic forecasts of cost, schedule, resources to the Senior Program Director.

  • Participate in Monthly Project Controls Meetings for the purposes of communicating key issues or variance explanations; manages change control accordingly.

  • Manage project managers or engineers located within the responsible Program.

  • Act as next-level escalation path for issues that cannot be resolved by Project Managers or other staff.

  • Validate new proposed work with resources and metrics within their program.

  • Consult with Engineering Directors and site construction engineers/specialists/managers regarding resource constraints on new or existing work.

  • Provide recommendation to Senior Program Directors on new work or decisions regarding work deferral/cancellation.

  • Consult with Asset Management, site resources, and engineering resources for the purposes of planning the program of work.

  • Work with Asset Managers to develop site Regional Asset Management Plans.

  • Identify and utilize effective delivery methods for the projects located within their program.

  • Coordinate site labor resource planning for the projects located within their program.

  • Provide Senior Program Director with relevant information to generate a realistic and strategic ten-year plan of work for the program incorporating Asset Management Strategy, constraints of the program, and estimates of cost and resource requirements for each undertaking.

  • Plan usage of long-term resources within the program of work, ensuring appropriate staffing levels are met and adequate skills are fostered so as to utilize staffing augmentation/consulting services only as necessary.

Knowledge, Skills and Abilities

Technical & Theoretical Knowledge :

  • Assemble and lead a diverse team of administrative, technical, engineering and construction resources to accomplish program objectives.

  • Thorough understanding of current best practices in project management, project controls, and construction management as well as the reporting tools thereof, in order to ensure appropriate interpretation of information reported by program and project teams.

  • Interpret organizational and asset management objectives into a plan of work that accomplishes strategic objectives and be able to efficiently adjust plan(s) to meet critical shifts to overall strategy.

  • Well-versed in financial and resource planning at a program or portfolio-level.

  • Ability to make decisions that benefit the entirety of the program as opposed to decisions that benefit individual projects.

  • Mediate issues within the Project Management department as well as between the Project Management department and other NYPA departments, and 3rd parties.

  • Substantial knowledge of relevant technical disciplines.

  • Must have good knowledge of facilities and assets existing within the program(s) and maintain good working relationships with leadership at each facility.

  • Demonstrated experience in successfully managing Projects and Programs according to the standards and practices employed in the industry.

Organizational & Industry Perspective Knowledge Breadth :

  • Attentive to changes and advancements in the industry and develop industry-wide expertise.

  • A broad perspective across multiple engineering disciplines. In addition to a thorough knowledge of the electrical utility industry, both technical, business and management perspectives is required.

  • Must be aware and sensitive to resource issues as it relates to union work as well as management personnel at all facilities that are affected by the program of work.

Communications (Oral & Written):

  • Excellent interpersonal skills.

  • Strong negotiating and mediation skills.

  • Excellent written and oral skills for presentations and reports.

  • Excellent executive-level communication of strategy both upwards to leadership, and downwards to direct reports.

Problem Solving :

  • Focus on programmatic strategy and provide solutions that benefit the goals of the program of work, instead of resolving issues and focusing decision making for the benefit of the success of individual projects.

  • Work across departments in order to resolve situations related to overlapping work, resources, emergent items, and fiduciary items.

  • Find solutions to issues that have been escalated to their level, prior to escalating the issue(s) further.

  • Handle a project from start to finish, with only major decisions being brought to the Senior Program Director.

Education, Experience and Certifications

  • Bachelor of Science degree in Engineering required: Electrical, Mechanical or Civil or related.

  • Advanced Degree preferred.

  • Minimum of 8-10 relevant years’ experience in Project / Construction Management, preferably in the electric utility industry.

  • Project Management Professional certification preferred or ability to obtain within 1 year.

  • Design Build Institute of America certification preferred or ability to obtain within 1 year.

  • Experience in or ability to manage a portfolio of programs/projects ranging in value from $100k to $50M.

  • NYS PE License required.

Physical Requirements

  • Approximately 50% travel primarily in NY State.

  • Ability to access all areas of a facility.
