Summary

The Director Total Rewards is responsible for the design, implementation and communication of NYPA’s Total Rewards Strategy. Leads the development of a Total Rewards strategy that will further support our efforts to attract, motivate and retain top talent, building a great place to work. Ensures that all of our reward programs are competitive, sustainable, scalable, and have a positive impact on the short and long term performance of the organization. Works collaboratively with both the business and HR and will be required to understand specific business needs to develop and deliver well-considered compensation and benefits solutions and processes utilizing SAP technology solutions.

Responsibilities

  • Develop, communicate and administer competitive total rewards strategies, including, but not limited to compensation and benefits that are retentive, cost effective and consistent with labor market trends and organizational objectives and business strategy. Manage coordination of HR wide ad-hoc surveys to the collection and dissemination of competitive practices.

  • Conduct on-going evaluation of NYPA’s compensation and benefit programs. Proactively identify and recommend new, improved and/or changed programs that are consistent with NYPA’s business objectives and strategy. Assess the effectiveness of existing policies, guidelines, architecture and procedures.

  • Develop a comprehensive total rewards communication strategy. Draft related written communications and spearhead annual benefit programs open enrollment process and the annual total compensation review including compensation planning.

  • Oversee the management of vendor relationships, contracts, and bid negotiation

  • Partner with Senior Executives and Finance team during the budgeting process and throughout the year regarding compensation, benefits and retirement costs.

  • Provides consultative advice to managers and HR Business Partners on total rewards strategy and policy interpretation.

  • Develop, coach, mentor and manage a team of total rewards professionals. Motivate staff, review and assess performance, develops and builds employee skills, supports their professional development and enables employees to optimize their contribution to the department.

  • Drive analytical rigor and deep analysis on effectiveness and competitiveness of existing programs; establish and drive key metrics including usage, engagement, and cost analyses

  • Leverage technology and partner with HR colleagues to develop the technical systems, automated business processes and workflows that support total rewards program delivery

  • Ensure compliance with all governmental regulations related to compensation and benefits programs, ensure protection of PII.

  • Direct the administration of the annual compensation review process including: market pricing, review of job structure and market targets and trends.

  • Ensure successful administration of the annual pay for performance process as it relates to the compensation structure (merit, promotions, stipends, etc.)

  • Evaluate value of participation in annual salary and pay practices surveys ensuring sufficient coverage of jobs, appropriate markets and cost effectiveness.

  • Manage all facets of NYPA’s two retirement savings plans, including serving on both plan committees.

  • Direct exchange of information with insurance carriers, monitor experience (claims, fees, utilization, etc.), and perform cost analyses.

  • Oversee the design and administration of compensation programs including base pay, merit, compensation planning, and market analysis. Provide direction and guidance to the compensation staff in the analysis of salary surveys, other market analysis, salary planning activities, benchmarking, internal and external equity studies and job evaluations.

  • Knowledge of federal, state and local regulations, as well as legislation that impacts benefits and compensation, stay abreast of changes and be aware of the effect of legislative and regulatory changes on NYPA’s benefits plans, policies and procedures.

  • Extensive experience in the design, implementation, and administration of total reward programs.

  • Strong project management, organization, persuasion, and negotiation skills

  • Analytical, pragmatic, and adaptable. Ability to evaluate complex data and make recommendations. Ability to translate data and trends into key insights and recommendations; financial prowess and ability to build and manage budgets, build predictive and projective models, full understanding of equity practices.

  • Excellent written, presentation and verbal communication skills;

  • Highly collaborative with proven ability in business partnering, managing expectations and influencing executives, internal customers and management of third-party vendors.

  • Experience selecting and managing external consulting relationships.

  • In-depth knowledge of the benefits marketplace including differences between insurers, marketplace trends, benchmarking and changes in the legislative framework affecting benefits

  • Experience benchmarking general and niche salary market data

  • Knowledge of HRIS systems, SAP / SuccessFactors working knowledge preferred

  • Proficiency in Word, Excel, Power Point, Access

Education, Experience and Certifications

  • Bachelor’s Degree, master’s degree preferred

  • 10 years progressively responsible experience in HR at least half in developing and designing total reward programs

  • 5 years of management experience

  • Experience in union environment preferred

  • Experience in technical/engineering/utility industry preferred

  • CCP, CBP, or CEBS preferred

Physical Requirements

Approximately 15% travel primarily within NY State.
