New York Power Authority Director - Design Drafting in White Plains, New York
The Director Design and Drafting oversees the design and configuration management activities of the Engineering Department within Operations Support Services to ensure that effective state-of-the-art, reliable and economic engineering designs are incorporated as appropriate in the resolution of operational problems, construction and modifications of new and existing power plants, transmission systems and other Authority facilities. Responsible for setting the design standards, as the Design Authority, for the Power Authority, which includes influencing the standards and setting technical direction of the NIA, STL, CEC, and BG Drafting personnel. The Director Design and Drafting is responsible for managing and enforcing the Configuration Management policies of the Authority.
Provide leadership to professional employees and supervisors.
Accountable for the performance and results of the Design and Drafting Group in achieving accuracy goals, deliverable milestones and other objectives.
Adapt departmental plans and priorities to address business and operational needs.
Set priorities for the team to ensure task completion on time and within budgetary constraints.
Coordinate work activities among multi-discipline supervisors.
Manage recruitment, retention, and training for full-time employees with multi-discipline engineering and design skills to meet the needs of the organization. Resolve personnel problems and scheduling conflicts. Conduct performance reviews and development plans to encourage skill development and continuing education within group.
Manage contractor selection based on project requirements, skill needs and budget.
Research and work with vendors, suppliers, engineers, and contractors to verify specifications and to select equipment and hardware.
Develop project drawing lists, work hour estimates appropriate to the job scope, and milestones delivery dates that meet project requirements.
Meet overall project deadlines set by Directors and Project Managers.
Ensure design and drafting team work hours are charged to the correct task codes for each project.
Monitor expenditures and ensure efficient utilization of NYPA and contractors resources.
Provide technical guidance to employees, contractors, and Design Supervisors.
Lead project teams to achieve project milestones and objectives. Set priorities for the team to ensure task completion.
Coordinate work activities with engineers and site staff.
Foster communication among team members.
Encourage technology transfer among team members.
Recommend optional design solutions for consideration by the Design Authority.
Recommend improvements and enhancements in standard design development techniques and practices.
Encourage the use of state of the art 2D/3D Computer Aided Design and Drafting methodologies, Raster Design, Electronic Document Management Systems (EDMS) etc. to the advantage of the Authority and in bringing down the cost of production of design documents.
Work with Engineering Directors, Engineers and Planners to develop a functional strategy including work hour estimates, and milestone deliveries for design and drafting output for each project.

Strong technical knowledge to direct, lead and guide on the many different tasks and disciplines.
Well-grounded knowledge of fundamental engineering principles, construction techniques, generally accepted drafting practices, design standards, technical specifications, and regulatory codes.
Working knowledge and experience with AutoCAD applications, engineering document management systems, computer equipment, and reproduction/plotting/printing equipment.
Substantial technical expertise in one or more design engineering practice disciplines.
Ability to conceptualize tasks logically and develop plans and schedules to address business and operational challenges.
Coordinate inter-discipline technical interfaces to achieve project goals.
Ability to recognize issues that arise during the design development process and be able to solve technical problems quickly.
Strong oral communications skills to interact with others within the department. Communication skills must be at a level where the incumbent can request data, organize technical information, advise others of potential technical conflicts in the work product.
Strong planning and administrative skills are required to accomplish day-to-day assignments.
Able to resolve personnel problems, schedule conflicts, mobilize contractor and NYPA resources and make necessary adjustments to complete assigned projects on schedule and within budgetary constraints.
Education, Experience and Certifications
Bachelor's Degree in Engineering Science or Technology, BS or BT (Electrical, Mechanical, or Civil/Structural preferred)
NYS Professional Engineering License beneficial, but not required.
Minimum 10 years experience in Utility Industry with Engineering, Design, Technical, and Project Management Experience.
Minimum five (5) years experience managing or providing technical oversight and coordination of design staff.
Approximately 20% travel primarily within NY State to the operating facilities for meetings and project supervision, as well as attend industry conferences, as necessary
