New York Power Authority Crisis Management Program Manager - Planning and Training in White Plains, New York


The Crisis Management Program Manager (Planning and Training) is accountable to the New York Power Authority (NYPA) for the successful execution of responsibilities in furtherance of the NYPA and the New York State Canal Corporation (NYSCC) Crisis Management Program.

The Program Manager supports the development of strategic plans and program documents such as plans, policies and procedures in support of the NYPA & NYSCC Crisis Management Program (CMP). May function as a group facilitator for meetings, drills and exercises, as required. Individual also identifies opportunities for improvements in plans, budget analysis and reporting, performance analysis, compliance, emergency response process, business continuity process and works with all levels of management to identify, evaluate, refine and implement planning initiatives, policies, procedures and best practices. Coordination with stakeholders both internally and externally at all NYPA & NYSCC locations and surrounding communities is critical for the position. Providing reliable power is a key tenant of NYPA’s mission, and the Crisis Management Program Manager position plays a critical role in ensuring this objective is met while maintaining safe and secure operations. Ensures the crisis management-related policies, procedures and guidelines are aligned with the company's strategic business objectives. Manages and coordinates staff that is required to support the program.

The Program Manager, Planning and Training will manage the development and delivery of program documents such as pre-plans, training material policies and procedures in support of NYPA & NYSCC Crisis Management Program (CMP). The candidate may assist in the;

  • Development of strategic plans

  • Development and execution of drills & exercises

  • The business continuity and enterprise resiliency processes as required


  • Assist Director, Crisis Management with the development, revision and implementation of NYPA & NYSCC’s Crisis Management Program (EMP) incorporating industry best practices and suggestions from internal and external stakeholders.

  • Support the Director of Crisis Management, Sr. Director of Physical Security & Crisis Management and VP, Enterprise Resilience as a Technical Interface between the Regional entities throughout NYS, acting as a technical liaison, especially during times of crisis.

  • The position will be expected to interface directly with stakeholders (internal and external) during program development, program maintenance, and emergency situations.

  • Develop and maintain detailed regional appendix of CMP. Compile and ensure specific demographic information regarding NYPA & NYSCC facilities (including: maps, locations, demographics, hazardous materials, scope and size, etc.) is accurate and current should it be required when responding to a major emergency.

  • Coordinate with site management and site personnel in the development of emergency event bags which contain set of instruments that to be used in response to a major incident including: specific emergency notification lists of internal and external responders, demographic information, satellite phone, lap top computer and a clear set of incident command instructions designed to assist in response to such incidents.

  • Assist with the development and delivery of training, drills and exercises to ensure plans, responses and chain of command is clear to all affected personnel.

  • Assist in the development, testing, evaluation and assessment of communication needs when responding to emergencies.

  • Participate in task forces and special teams to develop and coordinate relationships that will identify opportunities to improve communication efforts and emergency response with outside agencies.

  • Manage and maintain the Crisis Management SharePoint Workspace as the official Crisis Management repository for NYPA & NYSCC

  • Facilitate and/or participate in the after action review process following an event or exercise. Development of the formal After Action Report and tracking of the improvement actions.

  • Support the implementation and maintenance of NYPA & NYSCC Crisis management tools

  • Provide support for accreditation of the EMP

  • Participate in the following internal meetings/committees with regard to strengthening NYPA & NYSCC Emergency Management Program:

  • Emergency Management Committee

  • Safety Administrators Working Group

  • Operations Committee

  • Transmission Maintenance Committee

  • Dam Safety and Civil Works Committee

  • Asset and Work Management Committee

  • Standing Committee’s Working Group

  • Any additional committee’s as appropriate

Knowledge, Skills and Abilities

  • Skills and aptitude for use of electronic data and document management systems (e.g. Microsoft SharePoint).

  • Ability to work independently on assigned duties direction needed only occasionally for newly assigned duties.

  • Ability to work cooperatively with and consider guidance and advice from all positions within the NYPA & NYSCC and its peer organizations .

Technical & Theoretical Knowledge :

  • Strong technical knowledge of the National Incident Management System (NIMS), Incident Command System (ICS), Homeland Security Exercise and Evaluation Program (HSEEP) and Business Continuity.

Organizational & Industry Perspective Knowledge Breadth :

  • Demonstrated experience in a leadership role and/or as a key contributor to the successful completion of major technical projects including abilities to adjust to changing priorities both independently and in team settings including leadership, interpersonal skills, and engagement in continuous learning.

  • Excellent stakeholder management skills.

Communications (written & oral):

  • Excellent communication skills – written and verbal.

  • Ability to develop and maintain strong professional relationships within the industry and with internal stakeholders.

Education, Experience and Certifications


  • Bachelor's degree in emergency management, planning, project management or related field. A technical degree and background is preferred.

  • A minimum of 5 years in the emergency management industry, utility industry preferred

  • Certification in ICS 100.b, 120.a, 200.b, 700.a, 800.b


  • Associate Emergency Manager (AEM).

  • Associated Business Continuity Professional (ABCP).

  • EMS/Fire/Law Enforcement Experience

  • DisasterLAN Experience

  • Mutualink Experience

Physical Requirements

  • Approximately 35% travel throughout New York State to NYPA & NYSCC facilities, regional/state meetings, and industry seminars/working groups.

  • Valid NY State driver’s license

  • Ability to work in inclement weather or weather extremes

  • Ability to be available 24/7 as emergency situations arise

  • This position can be filled at any of our NYPA locations throughout New York State.
