New York Power Authority Associate Environmental Engineer in White Plains, New York
The Associate Environmental Engineer works with the Environmental Health & Safety (EH&S) staff and others to support the Authority’s operations to ensure that the Authority meets its environmental regulatory obligations and requirements in a sound and cost-efficient manner. The incumbent employs environmental and engineering principles and practices to assess and ensure environmental compliance of utility operations, and requires knowledge of both operational constraints and regulatory requirements. This position supports tasks to ensure compliance with EPA, NYSDEC, and applicable local environmental requirements for Authority Utility Operations and Energy Efficiency projects. This position also performs tasks and activities necessary to support NYPA’s compliance with Environmental Operations non-air programs, including but not limited to PBS, CBS, SPDES, SPCC, solid and hazardous waste, asbestos, lead and PCB, pesticide, community right-to-know reporting and water programs at NYPA Utility Operations and transmission facilities. Compliance with permits and operating parameters is critical for the continued operation of all regulated facilities.
Maintain currency with evolving regulatory requirements and emerging environmental issues that could impact Authority operations and/or budgets.
Support the EH&S Department regarding environmental compliance associated with projects and programs initiated by the Authority’s Utility Operations and Energy Efficiency Business Unit.
Provide guidance, support and resources to NYPA site personnel to implement environmental projects (recycling projects, water conservation and pollution prevention).
Meet all facility operational, safety and financial measures.
Perform TSDF audits in support of NYPA’s waste programs and policies
Maintain pesticide business applicator registrations for all NYPA operations, and prepare required pesticide application reporting to regulatory agency.
Support annual training for the Energy Efficiency business unit and other environmental trainings as assigned
Perform field inspections, oversight and monitoring services to support environmental operations programs
Obtain and renew asbestos variances from NYSDOL to support NYPA projects
Knowledge, Skills and Abilities
Prefer knowledge of practices in utility or similar industries and work with environmental staff so as to accomplish environmental components of larger, multi-disciplinary tasks.
Knowledge of NYSDEC and Federal EPA regulations regarding environmental issues of fossil fueled power plants, hydroelectric power plants and associated appurtenances is preferred.
Ability to communicate regulatory and related environmental management issues to Project Utility Operations and project staff.
Strong interpersonal communication skills, as well as strong writing skills are required. The ability to develop a written record that demonstrate compliance with applicable regulatory requirements is required.
Strong computer skills; i.e., MS Word, Excel, PowerPoint, Outlook (additional software programs will also be utilized).
Education, Experience and Certifications
B.S. Degree in Engineering (Environmental/Chemical) or other engineering discipline.
FE preferred with the ability to obtain NYS PE License after requisite experience interval
Minimum of 0- 2 years’ experience in environmental compliance/engineering. Experience with Resource Conservation and Recovery Act (RCRA), Toxic Substances Control Act (TSCA), Clean Water Act (CWA), SPCC, SPDES, CBS and PBS, asbestos, and pesticide regulations preferred.
HAZWOPER, lead and pesticide certifications preferred.
NY State driver’s license
