Responsible for management, development and oversight of Energy Resources summary, response, testimony and reporting documents and related support as required for state and federal regulatory proceedings. Responsible for management of timely preparation, review and delivery of required Energy Management data reporting for various government entities and/or internal Tri-State departments.

Regulatory Manager (Energy Resources)
Hiring Salary Range: $108,000-$136,000
Actual compensation offer to candidate may vary outside of the posted hiring range based upon work experience, education, and/or skill level.
ESSENTIAL FUNCTIONS AND RESPONSIBILITIES:
Responsible for oversight of Energy Resources activities related to regulatory proceedings or reporting requirements including adhering to applicable deadlines.
Responsible for managing, within Energy Resources, the organization and review of discovery processes as required through regulatory or legal proceedings.
Provide summaries of comments, testimony and other related documents in relation to regulatory or legal proceedings for technical experts and management within Energy Resources.
Manage the preparation of discovery responses, comment responses and testimony related to regulatory or legal proceedings
Manage the outlining, drafting and development of regulatory reports for FERC, Public Utility Commissions and other government entities including the preparation of integrated or electric resource plans.
Provide regulatory expertise and support related to Energy Resources functions in regards to regulatory technical or settlement conferences and hearings.
Manage the data collection and analysis and preparation and delivery of data reporting required by FERC, Public Utility Commissions, Air Quality Control Commissions, Securities and Exchange Commission, and other government entities as necessary.
Provide support to Tri-State environmental, finance and accounting, insurance, member relations, executive staff, and corporate regulatory and rate departments in relation to reporting requirements involving Energy Resources functions or related data.
Review and provide support to Tri-State departments such as strategy and communications to ensure internal and external communications accurately reflect key regulatory and reporting functions and data
Support Tri-State Board of Directors policy development and revisions related to the functions above.
Adhere to and demonstrate compliance with appropriate electric utility industry regulatory requirements.
Attain knowledge and remain knowledgeable of development in regulations, laws, standards and best practices applicable to the functional area including, but not limited to, Standards of Conduct, Environmental, Employment Law, NERC Reliability Standards and Safety. Must be familiar with, and comply with, all aspects of Corporate Policy C-54, Compliance.

REQUIRED JOB QUALIFICATIONS:
Education and Training:
- Bachelor's degree in business, economics, engineering or related field or equivalent combination of education and experience.
Knowledge, Skills, and Ability:
Ability to schedule, coordinate and manage the efforts of internal and external staff making contributions to overall effort.
Ability to analyze complex regulatory, financial and technical information and to develop related solutions.
Ability to produce quality, professional level reporting and responses while adhering to regulatory policies and deadlines.
Ability to interact successfully with executive staff members at Tri-State, Member Systems, third-party systems and state and federal regulatory bodies.
Extensive knowledge of regional markets and transmission systems, including the effects of developing organized markets.
- Ten (10) years of relevant experience involving electric power utility systems operations with an emphasis on state and federal regulatory affairs in the area of resource planning and operations or an equivalent combination of education and experience.
- Willingness to travel when needed to attend training, conferences and meetings. (Must possess a valid driver's license.)
