BWXT is looking for a Director of Contracts in its Lynchburg, VA or Washington, D.C. location!

Job Summary:

Lead the BWXT NSG contracts organization to efficiently and effectively enable business units and functional partners to maximize benefit of all NSG contracts. The NSG Director of Contracts is responsible for managing all contracting activity within the BWXT Nuclear Services Group (NSG) Contracts department. Supports major proposal activities, partnering arrangements, and acts as advisor to company personnel at all levels to ensure that company strategic business and financial objectives are achieved throughout the contracting process.

Responsibilities:

  • Lead the BWXT NSG contracts organization to manage all BWXT NSG Contracts department activities. In conjunction with Legal, participate in drafting, negotiating and amending contracts and various other contractual agreements; resolving contract related issues, review of risks and respond to/negotiate contracts and agreements that provide for the desired customer results and beneficial financial outcomes for the company. Support proposal efforts and other cross-functional teams;

  • In conjunction with Business Development and Legal, participate in, and lead, as requested, negotiations of agreements and contracts geared toward the achievement of business objectives, compliance with company policies and risk mitigation.

  • Analyze terms and conditions on new project solicitations and, in conjunction with Legal, highlight potential risks, ambiguities and conflicts, which may represent hidden complexities requiring special consideration in the proposal or during ensuing contract negotiations.

  • In conjunction with the proposal team, develop strategies for successful proposals focusing on streamlining approaches based on the contract type and identifying any relevant risks.

  • Ensure a detailed understanding of contract/project requirements is developed and advise all project personnel performing work to ensure compliance with contract terms and conditions and minimize risk to the company.

  • Interface with all levels of the BWXT NSG management team to communicate project status and any issues that may affect work performance or increase risk.

  • As a primary or secondary customer interface, develop relationships that are conducive to reasonable agreement where project objectives can be achieved to the satisfaction of our customers with manageable risk to the company.

  • Provide strategic thought and leadership to other Contracts and project personnel and interface with Legal relative to potential new and innovative contract solutions, which may result in achieving project and business objectives.

  • Ensure the NSG contracts organization is adequately staffed and trained.

  • Responsible for managing reporting staff and preparing and managing cost center budget.

  • Responsible for interfacing with all management levels to ensure BWXT Corporate Policies and Contracting Guidelines are identified and followed, and that required approvals are obtained as necessary.

  • Support as necessary all company organizations in customer reviews/audits and with responses to financial audit lines of inquiry, especially those involving allowability of costs.

    Required Qualifications/Skills:

  • A Bachelor’s Degree in business, management, economics, finance, operations, engineering or a related area is required. Advanced and/or law degree is a plus but cannot substantially replace direct experience requirements. Project Management experience is a plus.

  • At least 15 years of contracts experience or a mixture of contracts, procurement, project management and/or finance support on complex contract actions, preferably for both commercial and government contracts. Demonstrated ability to manage cost center budget and oversight of direct report staff is preferred.

  • Experience with all types of contracts (cost reimbursable (CR), firm fixed-price (FFP), time and materials (T&M), incentive-type contracts, Indefinite Delivery Indefinite Quantity (IDIQ), CRADA, FOA, grants, etc.) and with all phases of contracting from pre-solicitation through completion/termination and contract closeout.

  • Experience with contract change management including directed changes, especially related to FFP contracts.

  • Excellent communication skills, both written and oral, with the demonstrated experience of working at multiple levels of management including high-level internal and external customer interface.

  • Ability to recognize contract risks and to respond cogently to any complex contract, financial and business/legal matters and associated risks as may arise.

  • The ability to successfully manage others while handling multiple responsibilities and prioritizing competing requirements. Ability and willingness to roll up sleeves and perform project related work as well as assisting with work assigned to direct reports as workload and deadlines necessitate.

  • Leadership skills including the ability to coach and mentor less experienced contract and project personnel.

  • Significant experience with, and knowledge of, government regulations (e.g., FAR, DEAR, DFAR, NASA FAR, etc.) and an understanding of federal cost principles.

  • Ability to obtain and maintain a US Government security clearance as this position may require special access to locations and documents.

  • Working knowledge of finance and/or accounting in terms of budgeting, cost management, financial accounting, treasury, risk management, etc.

  • Analytical, but also creative, to identify and implement non-traditional solutions to meet requirements.

  • Ability to obtain and maintain a US Government security clearance as this position may require special access to locations and documents.

  • Must be a U.S. citizen with no dual citizenship.

  • Must be able to travel on an as required basis.

  • Position is located in Lynchburg, VA or Washington, DC.
