Arizona Public Service Director, Rates and Utility Rate Strategy in United States

TheDirector Rates and Utility Rate Strategydirects the development and execution of all utility rate, pricing and cost-of-service strategies and initiatives, including developing transmission rates for the Federal Energy Regulatory Commission (FERC) and directing retail rate cases before the Arizona Corporation Commission (ACC). Interfaces with all enterprise business units regarding cost of service analyses and cost recovery strategies, rate-related strategies and tariff development, implementation and administration. Directs research and analyses needed to administer and develop cost of service, rates, tariffs and rate-related mechanisms to address regulatory needs and requirements. Directs and prepares studies and analyses regarding rate and rate-related strategy and the coordination of such strategies with corporate strategic plans and initiatives. Also directs the development of coordinated regulatory strategic plans for the enterprise. Represents APS/PNW nationally by establishing, leading and participating in industry forums to further national rate redesign efforts. Defines and oversees complex analysis in support of national rate redesign including APS case studies and the publication of articles on relevant rate topics. Counsels and advises other electric utilities both locally and nationally on rate design issues. Minimum Requirements * Bachelor's degree (MS/MA preferred) in economics, business, finance, accounting, engineering AND ten (10) years of directly related experience, or an equivalent combination of education and experience. * Five (5) years experience in a leadership role with proven ability to develop and manage high performing teams. * In-depth knowledge of the electric utility industry and associated regulatory / legislative issues. Excellent business, project leadership, problem solving, and people management skills, * Effective communication demonstrated through written communications and presentations skills. * Strong process improvement focus. * Proficiency with Microsoft Word, Excel, Outlook and Internet. ## Export Compliance/EEO This position may require access to and/or use of information subject to control under the Department of Energy's Part 810 Regulations (10 CFR Part 810), the Export Administration Regulations (EAR) (15 CFR Parts 730 through 774), or the International Traffic in Arms Regulations (ITAR) (22 CFR Chapter I, Subchapter M Part 120) (collectively, "U.S. Export Control Laws").
