Together with the US Offshore Quality Manager, the Project Quality Manager (PQM) heads up the quality discipline for the Park City Offshore Wind Project ensuring that components, machinery and equipment pass all quality & safety requirements; including but not limited to the Foundation (FOU), the Wind Turbine Generator (WTG), the Export (ECP) and Inter Array Cable (IAC) and the Offshore Substation (OSS) from Pre-FID to Execution phases.

The PQM must be detail and process oriented, customer service centric and focused on problem solving. The PQM must fully understand the project life cycle and the requirements for the product and supplier services. The PQM must command a responsibility during times when product quality deviations may occur. The PQM must be able to establish controlled non-conformity follow-up measures through successful closure.

The PQM will develop and/or implement a performance-based project Quality Management System that is in alignment with Avangrid’s Offshore Business Quality Management System. The PQM will develop a Project Quality Plan that contains elements of Quality Assurance, Quality Control, and continuous improvement principles. The PQM must possess a solid understanding of engineering project logistics, large scale project management and general procurement procedures. The PQM must have experience working with and guiding third-party contractors through project deliverables, conflict resolution and change management.

The PQM is someone who provides leadership to his/her team while working closely with health & safety subject matter experts (FOU, WTG, ECP, IAC and OSS Safety Engineers) so that safety engineering elements and the set quality requirements of product conformity, certification requirements and product safety are followed and adhered to through project closure. Internally, s/he is a team player and knows how to contribute to the success of a team and is ready to progress for sound product quality of our offshore assets. The PQM is expected to make every effort to work closely together with Avangrid Health & Safety both on the project and business level. Externally, s/he will be strong, respectful and determined towards contractors and manufacturer to assure they stringently follow Avangrid requirements.

The PQM position requires a solid understanding of a matrix organization and understanding of large-scale project milestones and set up. Basic understanding among the difference of corporate, construction and operations across multiple cross functional groups. The PQM must be able to translate statistical data and product trends and deficiencies into usable information towards management and as such identifies the corrective actions to be undertaken.

Responsibilities

  • Ensure the quality of deliverables, materials and products across all phases of design, manufacture, fabrication, installation, commissioning and handover, including continuous assessment to the QA/QC as a part of the Quality Management System.

  • Monitor the quality site teams in the different locations where the components/structures will be manufactured and attend supplier package weekly and monthly meetings.

  • Implement, promote and measure performance to achieve quality goals on the project and create a quality culture throughout the project teams working within the FOU, WTG, ECP, IAC and OSS packages, related project team and other stakeholders.

  • Implement stringent quality control functions such as quality activity plans, inspections schedules, reporting measures and recording keeping; from start of the Product Engineering Process through to O&M hand over.

  • Ensure that the quality management system is implemented and maintained so that a tailored performance based, and result-oriented inspection regime is in place for each package need.

  • Deep understanding and experience with the application of a wide range of quality techniques from defining and implementing inspection release measures to quality take-over, quality gates and milestones and take over documentation relevant for each machinery and equipment, depending on the nature of each project package.

  • Together with project FOU, WTG, IAC and OSS Safety Engineers, drive the CE certification process or UL listing process, dependent upon manufacturer location and local requirements. Verify that during project stages, packages meet quality assurance and machine safety requirements are met from the operator perspective.

  • Utilize risk management principles to evaluate potential risks of design solutions during the design, specification, and verification process, deliver components and systems that are ‘right the first time’ to ensure suitability of use.

  • Support capturing and sharing of project lessons learned in support of the company’s Knowledge Management system

  • Conduct proper reviews on each Quality Gate identified in the Project Quality Plan in alignment with the project’s Safety Engineers. Subsequently conducting product audits at critical pass/fail quality gates of first product being produced and conclude deemed as quality-acceptable before continue production.

  • Set up a product control regime that Quality Package Managers and Engineers inspect final output and compare properties to requirements as set out together by the Project Quality Plan.

  • Allocate Quality Control personnel (third party contractors) to the various manufacturing/fabrication facilities, pre-assembly; offshore inspections and take over mainly for FOUs, WTGs, Cables, OSS and onshore related works.

  • Develop an ‘audit program’ of manufacturers and related (sub)contractors to drive industry best practice, monitor statutory/regulatory compliance and meet Avangrid’s quality requirements, including effective and documented follow-up actions utilizing appropriate action tracking database system.

  • Promote the Quality Management System while maintaining documentation & record keeping aspects; including non-conformity, compliance and traceability reporting as set out by the Offshore QHS Business Office, ensuring that fundamental project reference documents are in place, monitored, updated and communicated on a regular basis.

  • Ensure that as part of the quality services, that there is available resource to provide any training related to the quality management services and provide delivery/assistance with any training where possible. Ensure delivery of training to project personnel, including supervising quality inspectors, technicians and other staff and provide guidance.

Skills and Requirements

  • Possess a B. Sc. or B. Eng. degree from an accredited institution (required) with one of the following (or related) concentrations:

  • Mechanical, metallurgical or manufacturing engineering

  • Automotive or aviation sector

  • Offshore oil & gas fabrication/engineering

  • Quality Engineering Technology

  • Safety Engineering

  • Offshore wind, offshore oil and gas, maritime vessel and / or port and terminal experience in construction, transportation, manufacturing, logistics, and commissioning required:

  • Minimum 5 years industry experience managing quality in large EPCi projects

  • 3 years management and leadership experience

  • Excellent Microsoft Office product knowledge

  • Proficiency with project management software

  • Experience in developing and reviewing project quality and management systems, contract documents and project specifications

  • In-depth knowledge of the difference between quality assurance, quality control, quality improvement and quality planning

  • In-depth knowledge of ISO 9001 framework

  • Project Management Professional (PMP) certification

  • Certified Quality Engineer (CQE) certification from ASQ

  • Six sigma Green/Black Belt

  • Understanding and experience with TQM

  • Understanding and experience with 8-D reporting

  • Experience with Risk Management

  • Offshore vessel or project experience
