POSITION CONCEPT:

Create, maintain and support the TEC distribution electrical system Supervisory Control and Data Acquisition (SCADA) model and associated displays in the Advanced Distribution Management System (ADMS) and the TEC transmission electrical system SCADA model and associated displays in the Energy Management System (EMS) to ensure operational quality. Plan, coordinate, and implement scheduled updates to the production ADMS / EMS SCADA models. Work closely with personnel from Engineering, RTU Operations, Telecommunications, Geographical Information System (GIS) and Mapping, Customer Experience, and EMS departments to maintain accurate source data and electronic communications for the ADMS/ EMS SCADA models and to ensure SCADA model databases and displays are created and maintained to applicable standards. Serves as a liaison between ED, IT Application Support, software vendors, and Florida Reliability Coordinator work groups.

JOB LEVEL 1 – Technology Analyst Sr I

PRIMARY DUTIES AND RESPONSIBILITIES:

Under general supervision, performs routine to moderately complex technical assignments following established policies and procedures and in compliance with NERC and FRCC Standards.

  • Create and maintain TEC transmission / distribution electrical system SCADA model data and displays in the ADMS / EMS that is accurate and functionally sound.

  • Plan, coordinate, and implement ADMS / EMS SCADA model updates into production on a regularly scheduled basis. Perform system operation test (SOT) before releasing the model to the production user environment (ADMS / EMS), which involves testing the model database and displays, running basic DMS / EMS functions, and verifying the data point mappings, interactions, and behaviors of the end device.

  • Interpret schematic single line prints and GIS and CAD drawings provided by Distribution Design Technicians (DDT’s) and Substation Engineering personnel to provide an accurate SCADA model and displays.

  • Develop relationships with key customers including face-to-face, on-site interactions. Conduct meetings and communicate with end-users and stakeholders to provide timely and accurate information and updates.

  • Create and maintain documentation that supports a historical record of changes made to any data model and display for audit.

  • Maintain a thorough understanding of supported business areas and current and future processes.

    EDUCATION/TRAINING:

    Required: Bachelor’s degree from regionally accredited college/university.

    Preferred : Bachelor’s Degree in technology or engineering from regionally accredited college/university.

    EXPERIENCE AND QUALIFICATIONS: Required: Minimum of two (2) years of experience related to the Duties & Responsibilities of this position, working with/supporting distribution or transmission electrical system models.

    Preferred: Minimum of four (4) years of related experience working with/supporting distribution or transmission electrical system models.

    Knowledge/Skills/Abilities (KSA): Required:

  • Demonstrated knowledge of distribution / transmission power systems equipment, operation practices, and terminology

  • Functional knowledge of major computer systems used at electric utilities including GIS, OMS, EMS, Work Management, System Planning

  • Ability to effectively organize own work, maintain an extremely high level of accuracy, check own work, and keep accurate and auditable records

  • Demonstrated interpersonal skills, including collaboration and teamwork

    Preferred:

  • Experience working with GE ADMS and EMS systems.

  • Experience working on data modeling teams requiring expert technical skills and solid understanding of business functions.

    JOB LEVEL 2 – Technology Analyst Sr II

    PRIMARY DUTIES AND RESPONSIBILITIES:

    With minimal oversight, independently performs technically complex assignments within established policies and procedures and in compliance with NERC and FRCC Standards.

  • Performs duties and responsibilities of previous levels independently.

  • Provide leadership implementing ADMS / EMS SCADA model updates and communicating with key stakeholders.

  • Evaluate the data modeling team tasks status and resource utilization and recommend changes to improve the team’s effectiveness.

  • Develop training and procedure documentation and materials for the data modeling team and facilitate both formal and informal training.

    EDUCATION/TRAINING:

    Required: Bachelor’s degree from regionally accredited college/university.

    Preferred : Bachelor’s Degree in technology or engineering from regionally accredited college/university.

    EXPERIENCE AND QUALIFICATIONS:

    Required: Minimum of four (4) years as aTechnolgy Analyst Sr; or a minimum of six (6) years of work experience related to the Duties & Responsibilities of this position, working with/supporting distribution or transmission electrical system models.

    Knowledge/Skills/Abilities (KSA)

    Required:

  • Demonstrated Knowledge/Skills/Abilities above the Technology Analyst Sr. level I with proven independence and excellence in completing complex assignments.

  • Demonstrated knowledge of distribution / transmission electrical system equipment, operation practices, and terminology.

  • Functional knowledge of major computer systems used at electric utilities including GIS, OMS, EMS, Work Management, System Planning.

  • Ability to effectively organize own work and team work, maintain an extremely high level of accuracy, check own work as well as the work of others, and keep accurate and auditable records.
