The City of Tacoma, Environmental Services Department, is recruiting for a Networked Systems Engineer. The Science and Engineering Division is seeking an outgoing, highly motivated person who is interested in the challenge of maintaining the control system for the City's two wastewater treatment plants and being part of their dynamic, award winning Environmental Services Team.

The City of Tacoma Environmental Service Department is responsible for the maintenance and operations of the solid waste, surface water and wastewater utilities. HEALTHY NEIGHBORHOODS + THRIVING PUGET SOUND = A BETTER TACOMA

This position will play a key role in maintaining the plant control system for the City's two wastewater treatment plants and the SCADA system for 48 pump stations. The plant control system was recently updated to a Rockwell Automation PlantPAx Distributed Control System. The system communicates with Allen-Bradley PLCs dedicated to specific areas throughout the treatment plants which are connected to hundreds of devices and instrumentation. Rockwell FactoryTalk is utilized to support operator controls, alarm and event notifications. Historical data is archived with FactoryTalk Historian. Reports and trends of the historical information is displayed utilizing FactoryTalk VantagePoint, while change management is addressed through FactoryTalk AssetCentre.

The plant control system operates on a private network that consists of 45 Windows servers and network time server, 60 network switches, two domains, 13 workstations and 32 thin clients.

ESSENTIAL FUNCTIONS

  • Ensure the highest level of integrity, operational reliability, and system availability, of the wastewater treatment plant control system and pump station SCADA system on the Environmental Services Department's private network, through the use of best management practices.

  • Provide workstation, server, network and communications support by installing, configuring and maintaining hardware, operating systems, applications, cybersecurity and programming on the Environmental Services Department's private network.

  • Perform database administration of relational database management systems to include: planning, modeling, installing, upgrading, implementing, testing, tuning and maintaining in a multi-tiered client server environment.

  • Maintain and administer systems and databases to include back-up, recovery and disaster recovery.

  • Manage and maintain network communication including network switches and mobile device connectivity.

  • Install, configure and maintain various historian software programs and supporting equipment, especially OSI Soft PI and MS SQL-based Historians, using supporting procedures and processes.

  • Configure historical and consumable data gathering and manage reporting services (SSRS, VantagePoint).

  • Assist in the management of Environmental Services' ICS business intelligence infrastructure, including historical data retrieval, advanced analytics, document repository, software revision control, network availability/reliability, etc.

  • Develop and maintain documentation, such as automation/control system architecture drawings, network drawings and network component configurations, and procedures for installation, use, and troubleshooting of control system hardware and software.

  • Maintain standards and procedures associated with Environmental Services private network and plant control system.

  • Coordinate with City's corporate Information Technology Department for cross network data.

Candidate Profile Overview:

Our ideal candidate will possess the following skills:

  • Familiar with industrial control systems software and architecture

  • Experience with maintaining and managing a Rockwell Automation Industrial Data Center

  • Experience with some of the following Rockwell Automation software packages: FactoryTalk View SE, FactoryTalk Historian SE, FactoryTalk VantagePoint, and FactoryTalk AssetCentre

  • Experience using Structured Query Language (SQL), VBA, .NET, HTML and C#

  • Experience setting up and configuring telemetry and network equipment including managed network switches/routers, firewall and security appliances, hardware devices, and industrial control network

  • Experience implementing security business practices to protect the control system from cyber threats

  • Experience tracking the life-cycle of hardware

Physical Requirements and Working Conditions:

This is a professional environment with most activities occurring in an office setting with periodic field visits to process areas of the treatment plants or pump stations.

Periodic field work consists of in-the-field collaboration with Operations and Maintenance staff.

Position may require driving, sitting, or standing for long periods of time.

Qualifications

Four-year (4) degree from an accredited college or university in civil, mechanical, electrical engineering, computer science or other engineering degree relevant to process automation control systems

AND

Three (3) years' experience in a highly technical division specialty (HTDS).

Engineer-in-Training or Professional Engineer Certificate may be substituted for degree.

DESIRED QUALIFICATIONS:

  • Four years' experience in designing and managing process control systems using Windows, SQL servers, logic controllers, network equipment, communication protocols, graphical formatting and display software.

  • Experience related to Industrial Control Systems

  • Experience related to municipal utilities facilities (such as wastewater treatment processes, wastewater and surface water pumping systems, and electrical and instrumentation systems).

LICENSES, CERTIFICATES AND OTHER REQUIREMENTS

May require a valid Washington Driver's License at the time of appointment with maintenance thereafter.
