City of Tacoma WA CAISO Markets Senior Analyst in Tacoma, Washington

Position Description

Tacoma Power’s Resource Operations and Trading group is currently looking for an EIM Analyst to join our dynamic team. This position is responsible for optimizing and tracking transactions with the California Independent System Operator (CAISO) and the Western Energy Imbalance Market (EIM), including: evaluating and enhancing the effectiveness of bidding strategies and subsequent dispatch of generation resources, analysis of settlements and validation of meter data, validating CAISO billing and troubleshooting billing issues.

The Resource Operations and Trading group is responsible for managing the operation and optimization of Tacoma Power’s resource portfolio and maximizing the value of our interactions with the wholesale energy market. The core focus is to maximize wholesale revenue while minimizing price and volumetric risk. These activities are vital to maintaining low and stable rates for our customers. Tacoma Power expects to join the Western EIM in spring 2022.

The ideal candidate will draw on their CAISO/EIM technical experience, and their ability to analyze situations accurately, to help lead our team to implement and continually improve strategies to maximize market opportunities.

Responsibilities include:

  • Function as the subject matter expert and strategic lead for market opportunities within the CAISO and EIM.
  • Analyze trading strategies, evaluate their effectiveness, identify opportunities to increase values and communicate these strategies to the team, including bidding strategies for the optimization of Tacoma Power’s share of the California intertie and other transmission assets.
  • Analyze and validate settlements for both EIM Entity Scheduling Coordinator (EESC) and Participating Resources Scheduling Coordinator (PRSC). Troubleshoot and resolve billing issues.
  • Support the development and improvement of models and software to further optimize interactions with CAISO markets.

Qualifications

  • An equivalent combination to: graduation from a four-year college or university with a major in engineering or a related field and five (5) years of increasingly-responsible experience with an electric utility in system design and operations, planning or engineering economics. Advanced degree education may be substituted for experience on a year-for-year basis.
  • Experience working in wholesale energy markets, preferably in an analyst roles is highly desired;
