City of Tacoma WA Budget and Financial Analyst in Tacoma, Washington

If so, Tacoma Water is looking for you! Tacoma Water's Business Services group is seeking a Budget and Financial Analyst to join their team. In this role you will provide leadership, advanced budget and financial analysis for Tacoma Water and guide decision-making and communication with stakeholders including budget managers, senior leadership and policy makers. This position leads the development, implementation, day-to-day support, monitoring and reporting of Tacoma Water’s $80 million capital program and nearly $282 million Operations & Management (O&M) budget. This position oversees, develops and maintains budget and financial reporting for senior management and analyzes and makes recommendations on a variety of budget and financial issues, policies, goals and objectives. Responsibilities include: * Manage the development process, implementation, day-to-day support, monitoring and reporting of Tacoma Water’s capital program and O&M programmatic budget * Lead the cross-functional O&M and Capital budgeting team and coordinate with capital planners and cost center managers in the budget development process and budget monitoring throughout the biennium * Analyze, evaluate, and make recommendations to, and facilitate meetings with, the Superintendent and Division Managers to review budgets and financial policy and procedures * Participate in the development and implementation of financial policies and procedures. Perform analysis and provide recommendations of potential impacts of policy changes * Lead coordination between City Finance and Budget Office, Management Services Office, and Tacoma Water in the development and implementation of financial policies and procedures * Lead continuous effort to identify and implement best practices for financial management of Tacoma Water’s O&M and Capital budget portfolio * Develop, publish and distribute training and documentation for budgeting, financial processes and related continuous improvement efforts * Leverage SharePoint to assist with development and monitoring of the budget, managing financial processes, sharing links, reports and resources in support of staff and management * Develop content and facilitate meetings, workshops, announcements for Water employees and managers related to budget and financial topics * Lead development and present periodic financial reports to inform and engage senior management, policy makers and other stakeholders Qualifications DESIRABLE QUALIFICATIONS (TRAINING AND EDUCATION): * 5 years' experience in budgeting and planning; analyzing, evaluating and making recommendations for a variety of budget and financial issues desired * Bachelor's degree in business, economics, accounting, finance or a related field desired or equivalent work experience, Master's degree preferred * Water utility accounting experience including an understanding of NARUC chart of accounts, capitalization thresholds, expense functionalization and financial statement interpretation preferred Selection Process & Supplemental Information This recruitment is being managed by Marisa Tetreault; if you would like to be notified of similar opportunities or stay connected with things going on at Tacoma Public Utilities and the City of Tacoma, connect with me on LinkedIn!
