Job Summary

The Nuclear Procedures Specialist provides technical leadership and expert knowledge in the development and revision of procedures such as: Emergency Operations Procedures (EOP), Abnormal Operations Procedures (AOP), Severe Accident Management Guidelines (SAMG), Flex Guidelines, Surveillance Procedures and Normal Systems Operating Procedures. The Specialist is involved in more complex issues with the ability to work independently.

Job Entails: Validates the technical basis of written procedures by reviewing the relevant technical, design, regulatory and licensing issues and interfacing with all applicable departments. Reviews and determines scope of change process packages; evaluates the feasibility of requested or proposed changes, and analyzes documents as to their applicability to nuclear operations and ensure the safe operation of equipment, procedure flow and workability, and adherence to regulatory requirements and writers guidelines. Also, performs plant walk-downs as needed.

Researches commitments with regulatory agencies that may impact new or existing procedures. Coordinates with Nuclear Licensing and regulatory agencies to ensure latest commitments are incorporated in procedures. Provides interpretation/clarification of procedures to auditors and regulators during audits and assessments.

Responds to procedural deficiencies. Ensure that all changes are thoroughly reviewed and validated by qualified individuals. Participate in simulator validations, training development and pilot session to ensure any need changes are identified and corrected to support the training cycle. Periodically observe and get direct feedback on the quality of the procedures and enhancements required to improve operator response to events. Coordinate an end of training cycle EOP meeting with the unit operations manager, supervisor shift operations and affected simulator training staff in attendance. Develops schedules and manages writing schedules to meet aggressive deadlines.

Actively participate in industry EOP working groups by participating in Benchmarks and Self Assessments related to EOP/SAG/Flex Guidelines and maintains contacts with utility peers to ensure awareness of industry trends and innovations. Advocate as the “Configuration Management Conscience” for EOP’s to ensure that EOP’s do not deviate significantly from industry standards. Where deviations are required, ensure proper documentation and basis is maintained and reviewed on a periodic basis. Negotiates and resolves issues between managers, stations and corporate groups when controversial changes are requested.

Provides input to Supervisor Nuclear Station Procedures regarding the development and maintenance of document series.

Perform other duties as requested or assigned.

Required Knowledge, Skills, Abilities & Experience

  • 5 years’ experience holding a Reactor Operator or SRO or STA license/certification required.

  • Westinghouse PWR experience is required.

  • Associates degree or completion of technical program in craft discipline (mechanical, electrical, instrument and controls, etc.) or nuclear operations required.

  • Considerable work experience demonstrating solid working knowledge nuclear operations.

  • Significant work experience preparing and writing descriptive copy using publishing tools and writer guidelines, and verifying documentation, both orally and visually.

  • Strong technical thinking skills, with demonstrated ability to read, interpret and present technical information.

  • Excellent communication and organizational skills, demonstrated ability to meet with all levels of management, and to effectively represent and negotiate issues and concerns.

  • Leadership skills, ability to analyze issue quickly and assess risk.

  • Ability to prioritize and assign work, and to serve as a technical resource to others.

  • Demonstrates strong customer service orientation and high degree of ownership.

  • Skilled in use of computer and procedure writing software.

  • Knowledge of Westinghouse ERGs

  • Reactor Operator or Senior Reactor Operator license at a Westinghouse PWR.

Education Requirements

Education Level: Degree or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education: Bachelor , Disciplines: Preferred: Engineering
