Job Summary

Location: Stockton, CA

This position will support the implementation and oversight of environmental, safety and heath programs and policies at the facility.This position also represents the company through interaction with environmental regulatory agencies to obtain air, water supply, water discharge, and other necessary permits as well as assisting with the management of company assets to maintain compliance with those permits and all federal, state, and local environmental regulations. Work involves performing difficult and complex services requiring a high level of independent judgement, initiative and discretion. Work is mainly self-directed, with work results reviewed through the achievement of set goals and adherence to policies and procedures.

Key Accountabilities

  • Supervises professional and technical consultants

  • Provides guidelines, training presentations, and operational assistance to plant staff

  • Provides technical and strategic input for DTE Energy Services environmental programs

  • Continuously improve and expand upon existing programs by soliciting feedback from all customers

  • Develops and implements environmental and specific safety related initiatives, reports, training, and presentations

  • Conduct, monitor and follow up on site safety and environmental assessments

  • Consult with the corporate EH&S Professionals to ensure consistency with company expectations

  • Conducts plant audits to assess compliance with regulations and DTEES expectations

  • Communicate, administer, and maintain existing safety & industrial hygiene programs, policies, and procedures

  • Provide leadership and direction in proactive safety related activities

  • Performs all other related duties as assigned

Minimum Education & Experience Requirements

A Bachelors degree (or equivalent) from an accredited college or university in an environmental related science field, with three to five years relevant experience managing environmental compliance activities and/or permit development, and at least one year of practical safety experience in the field, to provide for the following:

  • Knowledge of the regulatory process, plant operations, pollution control equipment design and function

  • Ability to identify, define, investigate and assess environmental problems

  • Knowledge of environmental assessments and due diligence activities

  • Expert knowledge of occupational safety and industrial hygiene regulations.

  • Extensive knowledge of electrical regulations and standards is preferred

  • Experience with safety management systems (OHSAS18001, ANSI Z10) is preferred

  • Strong working knowledge of regulatory requirements associated with utility assets

  • Strong organizational skills with the ability to meet deadlines and manage multiple tasks

Other Qualifications

  • Demonstrated problem solving and decision making skills

  • Ability to research and interpret environmental regulations for permitting and compliance strategy development

  • Ability to clearly and concisely communicate environmental regulations to all levels of staff and management

  • Ability to effectively relate environmental procedures to work force.

  • Working knowledge of MS applications, including Word and Excel, in a Windows environment

  • Possess excellent written and verbal communication skills and strong communication and presentation skills

  • Proven ability to take projects from start to finish without significant supervision

  • Ability to establish and maintain effective working relationships with supervisor, coworkers, management, governmental agencies, and the general public

  • Ability to function within a matrix organization in which functional and business leaders have equal authority within the organization and employees report to both a functional leader and a business leader

  • Ability to develop and maintain productive relationships with both a functional and business leader, who collaborate on employee issues and decisions (including performance management, compensation and development)

  • Ability to pass a background check to allow authorized access to restricted information and areas as required by federal and/or state regulations.

  • Ability to obtain a passport and ability to travel internationally, as necessary.

It is crucial to the outcome of job tasks that the employee is able to: talk or hear; use hands to finger, handle, or feel; and reach with hands and arms extensively.

The employee in this classification will be required to frequently lift objects of up to 10 pounds in weight. Occasionally the employee will have to lift/move objects of up to 25 pounds in weight. Vision requirements for this position include close vision and the ability to adjust focus.

Additional physical requirements for this position are: ability to climb ladders up to 20 feet in height, ability to climb stairs up to 5 flights at a time, ability to wear negative-pressure respirators for up to 4 hours a day, ability to perform light work in hot environments (100 degrees F) for up to 1 hours/day, ability to wear protective equipment (including, but not limited to hearing protection, hard hat, safety boots, safety glasses or goggles, flame-resistant coveralls, gloves) for up to 10 hours/day, ability to work in a noisy environment (with hearing protection), ability to walk/stand (with occasional breaks) for up to 7 hours/day, ability to work at heights (protected by guardrails and/or personal fall arrest equipment), ability to work in an environment with exposures to magnetic and/or electrical fields, wood dust, coal dust, coke oven emissions, organic vapors, and/or metal fumes (all within OSHA limits).

Working Conditions

While performing the duties of this job, the employee works both in a business office setting and at a project site. In the course of working at the project site, the employee is occasionally exposed to outside weather conditions, including cold/hot, wet and/or humid conditions, and may work near moving mechanical parts and/or machinery. The employee is occasionally exposed to fumes or airborne particles and vibration (see physical requirements above). The noise level in the work environment is usually quiet to moderate in the office, but may become loud at the project site.
