Department Overview

The Risk Management and Cyber Security Department is responsible for risk and regulatory initiatives, nuclear risk management, enterprise compliance, and cyber security at Diablo Canyon. Our department focuses on team work through relationship building and collaboration, and supporting our department goal of being an industry leading risk management and cyber security department through driving innovative processes, continuous improvement, and industry and academic initiatives.

Position Summary

Establishes and monitors the policy and controls to ensure the Diablo Canyon critical digital assets and systems are protected from a Cyber based threat. Identifies critical digital assets, establishes the level of protection, monitors potential threats and incorporates industry best practices. Leads the team responsible for implementation of the DCPP Cyber Security program. Interfaces with the enterprise cyber security team to integrate processes, drive compliance maturity and create a robust cyber security program. Acts as the single point of contact with the regulatory agencies monitoring this program.

May be required to fill a rotation in the DCPP Emergency Response Organization (ERO) and/or the station duty team as necessary. Will be required to support the Cyber Security Incident Response Team (CSIRT).

To obtain and maintain employment and unescorted access at DCPP, you must be able to pass a drug and alcohol screen, a security background check, psychological screen, computer-based training, and be subject to random drug and alcohol screening.

Job Responsibilities

  • Responsible for day-to-day functions of the cyber security program including implementing the cyber security processes and procedures

  • Works collaboratively cross-functionally to build relationships and partner effectively

  • Responsible for a staff of technical resources consisting of cyber security professionals

  • Ensures compliance to standards/regulations and program processes

  • Establishes Development Plans for staff

  • Achieves results through others by setting and communicating goals and metrics, monitoring progress, providing ongoing coaching and feedback, and reinforcing behaviors that drive high performance

  • Ensures appropriate resources are assigned and provides performance feedback and guidance to staff

  • Manages employees, contractors and vendors for the efficient delivery of services

  • Performs continuous monitoring of emerging tools and technologies to assure the most appropriate technology is proposed and deployed

  • Develops relationships to facilitate collaborations and communications.

  • Act as the Cyber Security Incident Response Team (CSIRT) lead providing CSIRT oversight and program management

  • Act as the Cyber Security Assessment Team (CSAT) Lead providing CSAT oversight and program management

  • Lead cyber security incident and response drills and exercises. Coordinate program testing including penetration testing, independent analysis, etc.

  • Manage program reviews and audits consistent with the cyber security plan and procedures

  • Manage the cyber training program and ensure communications with station personal

  • May be required to support backup or call out support of the cyber security resource office for issuance of portable media and mobile devices

Qualifications

Minimum:

  • Bachelors Degree in Computer Science or job-related discipline or equivalent experience

  • Leadership experience, 2 years

  • Experience in programming analysis, or other job-related, 5 years

Desired:

  • Masters Degree in Business Administration or job-related discipline or equivalent experience

  • Leadership experience, job-related, 3 years

  • Experience in programming analysis, or other job-related, 8 years

  • PMI-Project Management Institute PMP-Project Management Professional certification
