The Estimator/Project Manager is responsible for project estimation of Distribution and Transmission Line construction projects. The candidate will be actively engaged in estimates or proposal development, project start-up, and execution to include subcontractors. They will work directly with the Operations Team to coordinate project scheduling and execution.

Essential Responsibilities:

  • Participate and support Volt Power in first class Safety culture

  • Ownership of the estimating process to ensure proposal quality, compliance, and timeliness coupled with an accurate depiction of project costs, contingencies, and pricing

  • Work closely with Account Executives to identify customer opportunities and interface with customers as required

  • Receive requests for proposal from Sales and Operations teams and review all specifications, drawings, bid requirements etc.

  • Utilize CRM Software (SalesForce) to manage bidding backlog and capture historical data related to proposals

  • Initiate and manage Bid/No-Bid review process and set critical bid milestone dates to ensure timeliness of response

  • Perform detailed take-offs as required to ensure estimate accuracy and completeness

  • Solicit proposals for material and subcontract services required as needed for estimate completion

  • Perform Risk Analysis and determine counter measures as required to minimize risk to the organization during project execution

  • Write detailed proposal letters identifying scope and exclusions

  • Create resource loaded schedules as required for proposal and project execution

  • Conduct detailed reviews with Operations Team to ensure accuracy, compliance, completeness, and overall proposal readiness prior to formal deal reviews

  • Utilize standard estimating software (Bid2Win) for capturing of all expected costs during project execution

  • Perform routine updates to resource, equipment, and material databases in estimating software

  • Facilitate approval calls as necessary per company Delegation of Authority (DOA) matrix to ensure that the terms, exceptions, risks, and pricing are accurately represented, and that all approved deviations are documented in Volt Power’s deal review template (and/or CRM tool)

  • Partner with Commercial Director, CFO, and Legal Counsel to periodically assess the efficiency, effectiveness, and compliance of pricing guidelines, DOA, etc. (refine as necessary)

  • Support creation and/or renegotiation/pricing of Master Service Agreement contracts.

  • Participate in pre-construction activities for awarded projects including interface with Accounting team for project startup

  • Initiate and drive internal project turnover process in conjunction with company policies and procedures

  • Monitor and report on progress of awarded projects through project life cycle.

  • Perform estimate at completion comparisons after project execution

  • Identify opportunities for improvement and best practices to facilitate future bidding efforts


  • Minimum of 5 years of commercial operations and project estimation experience, preferably within Power Delivery (transmission, sub-station, distribution), EPC Project experience, Construction, or within other industrial segments

  • Self-starter, dependable

  • Proven ability to work in a team environment

  • Critical thinker, problem solving via data and analytics

  • Effective communication skills (written and verbal); both internally and externally

  • Must demonstrate understanding of financial reports and cost analyses

  • Familiarity and experience with available Estimation software (Bid2Win experience a plus)

  • Experienced user and adopter of cloud-based CRM tools; , MS Dynamics, etc. desired

  • Proficient PC skills, including Power Point, Excel, and Word
