To perform and lead the performance of transmission planning studies and related engineering analyses and activities, and provide project management and SMUD representation to other utilities and external agencies to ensure an adequate, reliable and cost effective transmission system for SMUD.

Minimum Qualifications:


5 or more years of progressively responsible relevant work experience in the modeling and simulation of electric transmission facilities/network, and bulk power system assessment including areas of generation, transmission planning and operations.


Bachelor of Science Degree from an accredited institution in Electrical Engineering.


Procedures and practices for project budget development; scientific methods and approaches to problem-solving; principles, procedures and practices related to contract law and negotiations; procedures and practices for overseeing contractor's/consultant's work activities; principles and practices for contract management; techniques and practices for resolving complex technical or project issues; procedures and practices for cost control, project scheduling and monitoring and managing projects; standard operating procedures for modern office equipment including a computer and applicable software; English grammar, punctuation and vocabulary standards.


Establish and maintain working relationships internally/externally; interpret SMUD policies, procedures, applicable MOUs and/or other special agreements; interpret, analyze and apply pertinent laws, codes, and regulatory requirements; oversee adherence to safety policies and procedures; plan, oversee and review the work of others; provide input to performance evaluations for the work of others; explain complex and/or controversial policies, regulations, procedures and/or activities internally/externally; express ideas/facts clearly and concisely to individual or groups, taking into account the audience and nature of information; develop approaches for implementing an idea; develop creative ways to solve a problem; develop general rules or conclusions based on problems and logically substantiate recommendations and/or explanations; evaluate and resolve complex technical issues; interpret, clarify, understand and analyze verbal/written information and ideas; negotiate with external representatives on behalf of SMUD; interact with others to influence, motivate and challenge; read and interpret plans, diagrams and specifications; utilize a personal computer, systems and software relevant to the job; communicate effectively orally and in writing internally/externally.

Major Duties & Responsibilities:

  • Provides technical support to co-workers, other departments and SMUD management by conducting studies, and technical and economic evaluations; preparing written summaries, reports and recommendations for SMUD projects; and responding to verbally or in writing to routine and time-critical inquiries from the SMUD Board, regulatory bodies, other utilities, public agencies and other SMUD departments on transmission projects. To provide transmission planning expertise and ensure the availability of timely, accurate technical information on SMUD transmission projects.

  • Collects, verifies, organizes and maintains the SMUDs data in electronic format, on transmission lines and major electrical equipment to enable the transmission planning group and other SMUD departments to perform timely, accurate short circuit, load flow and stability studies by organizing the work group to enter, audit and maintain accurate data; using computer expertise to facilitate selection, application and maintenance of appropriate software programs; and coordinating data capture, entry and retrieval/exchange of information. To ensure the availability of cost effective, timely, accurate and up- to-date information on SMUD transmission lines and major electrical equipment.

  • Plans, coordinates, prioritizes, monitors, guides, reviews and conducts work activities associated with department internal/external projects in accordance with established task objectives and schedule as outlined in the project plan/contract. To ensure assigned work activities successfully contribute to the overall completion of department projects.

  • Conducts technical review of analyses, calculations, reports and recommendations prepared by less-experienced staff members and outside contractors or consultants and provides direction, guidance, suggestions and/or hands-on training to support improvements and quality standards. To ensure the technical development of transmission planning staff and quality work products.

  • Represents the SMUDS positions, priorities and interests on multi-utility projects and to WECC subcommittees and regulatory bodies by leading District and multi-utility work groups; leading or participating in review committees; and presenting or participating in project reviews by regulatory bodies and other agencies. To ensure that the SMUDs interests are represented and protected in multi-utility projects and outside agency review situations.

  • Reviews and directs the work done by contract consultants on selected projects. To ensure that contract consultant work meets SMUD policies and quality standards and contract terms.

  • Contributes to the development of technical expertise in transmission planning by preparing and/or arranging professional quality technical seminars and presentations to train less-experienced engineers in their areas of responsibility; develops new models and modeling capability for transmission planning; and developing advanced analyses techniques and criteria to address and apply to new and unique issues in transmission planning. To support the development of SMUD technical staff and ensure availability and use of advanced analytical techniques and criteria for new and unique engineering applications.

  • Plans, coordinates, prioritizes, monitors, and guides work activities with work-unit employees to meet established task objectives and deadlines by following established policies and precedents.

  • Participates and supports compliance efforts and plan SMUD’s transmission grid in a manner consistent with Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC), and Western Electricity Coordinating Council (WECC) reliability standards.
