A Senior Organization Effectiveness Consultant (Business Partner) at SMUD partners with an individual Executive and her/his leadership team - providing expert advice and counsel on organization culture, employee communication, organization design, change management, executive and leadership development, employee engagement, and human capital strategies such as strategic workforce planning, succession planning, and performance management. The focus of the role is always strategic. But depending on the individual leadership team and the needs of the business unit, this support could sometimes include the tactical. As a Business Partner, you will collaborate with other units within Workforce Enterprise Services to ensure seamless and effective coordination in the delivery of enterprise goals. As a member of the Business Partner team, you will collaborate on strategy, best practices, tools and approaches.
One successful candidate will work with SMUD’s Grid Assets Operations group.
- Grid Assets Operations consists of approximately 550 employees (450+ represented) in two major operating units within the Energy Delivery Business Unit. The Line Assets department consists of Line Design, Vegetation Management, and Transmission & Distribution Line Construction and Maintenance. The Substation, Telecom, & Metering Assets department includes Substation Maintenance & Construction, Elec Techs, Network, Substation Design, Telecom, Field Metering, and Civil Engineering. These client groups, and this position, are located at SMUD’s East Campus Operations Center and often require early shifts.
A second successful candidate will work with Workforce Enterprise Services and the Chief Legal Office.
Workforce Enterprise Services encompasses Environmental, Safety & Real Estate Services; Human Resources, Diversity & Inclusion; Procurement, Warehouse and Fleet; and Facilities Operations. Their overall mission is to provide people, services and solutions and services that make “powering forward” possible.
Our Chief Legal Office provides the highest quality legal services, strategies, and solutions to enable employees to ethically and efficiently achieve business objectives and SMUD’s strategic directives on behalf of our customers. It includes the General Counsel, Legislative and Regulatory Affairs, Reliability Compliance and Coordination as well as Records and Information Management teams.

Pay Scale Group:
Bachelor’s degree with major or specialized courses in Business Administration, Human Resources Management, Organization Effectiveness, or a related field or equivalent experience. (If no degree, nine (9) years’ experience is required.)
Minimum of 5 years of progressively responsible experience influencing Senior Leaders in the areas of organization development, workforce, operational planning and/or process design and implementation and/or continuous improvement. Working knowledge of leading an organization through large scale change.
Principles and practices of Organization Development, including individual and organizational change management. Principles and practices of relationship building, influence and communication. Typical business operation, including the application and administration of policies, rules, regulations and operating procedures, as well as business planning. Application of process improvement, process modeling, project management and strategic planning best practices. Fundamentals of Human Resources practices. Fundamentals of contract administration.
Provide leadership and build mutually beneficial relationships at all levels of an organization; think strategically to develop short/long term integrated strategies; analyze and interpret policies and procedures; make formal and informal presentations clearly and concisely to individual or groups; reconcile significant and/or controversial differences to bring interested parties to consensus; effectively communicate verbally and in writing; analyze complex issues and develop/implement resolution alternatives; solve problems creatively and quickly; work collaboratively and effectively with senior-level staff; exercise good judgment; work well under pressure of deadlines; influence decision makers to support the achievements of the enterprise.

Major Duties & Responsibilities:
Responsible for planning, developing, and implementing short- and long-term strategies related to employee engagement, workforce planning, organization development, talent management, succession planning, and performance management within the business unit.
Spearheads Workforce Initiatives within the business unit by performing workforce/gap analysis and valuation; identifies appropriate organization development opportunities; process change initiatives; develops tactics and teams needed to bring projects to fruition.
Promotes progressive advancement of the desired culture for the enterprise and supports change management by providing advice and guidance to the business unit; facilitates internal collaboration across all subject matter processes.
Champions Workforce and SMUD wide initiatives and ensures a strong partnership and mutually beneficial acceptance of and accountability for both workforce and business unit needs.
Develops and implements employee communication strategies for the business unit to support ongoing initiatives, programs, and processes.
Partners with Enterprise Performance office to support project planning, budgeting and project management processes; facilitates planning and discussion with senior leadership as necessary.
Monitors, evaluates and reports on workforce program productivity, effectiveness, efficiency and suggests improvements where necessary.
