Southern California Edison’s Environmental Services Department (ESD) is a portfolio of divisions and sections that provide environmental compliance services to all the operating units across SCE. Within ESD, the Programs and Governance Division’s Site Assessment and Remediation (SAR) Section provides a broad range of services, encompassing waste characterization, environmental site assessments, remediation, safe drinking water, and well management.
The Senior Manager, Site Assessment and Remediation, position leads a team of environmental advisors and technical specialists and provides strategic direction in the areas of professional development, safety, compliance, resource allocation, and budget management for assigned program areas. He/she will also lead the SAR Section’s enterprise-wide environmental compliance programs. This includes site assessments for land transactions involving acquisition, divestiture, and decommissioning, evaluation and resolution of secondary land use property environmental issues, waste characterization investigations for SCE construction projects, remediation project oversight and management, and risk management and environmental liability reduction and minimization activities such as Sarbanes-Oxley, CPUC, and financial assurance reporting. The manager is also be responsible for leading the Company’s drinking water, well management, and cross-connection control programs.
Typical Responsibilities include:
Lead, direct, and provide strategic focus to site assessment, remediation, and drinking water subject matter experts and project managers in performance management, program standards and procedures, safety, compliance, resource allocation, and budget management.
Lead the governance and internal controls that ensure compliance with site assessment, remediation, and drinking water laws and regulations, including input to the environmental compliance management system, environmental permitting training, compliance, and compliance metrics.
Interact with operations peers and Department management to provide consultation and recommendations for ensuring site assessment and remediation program compliance and driving the resolution of regulatory enforcement issues.
Enterprise-wide expert for the Company in providing interpretation of site assessment, remediation, and drinking water regulations and rules to field and facility management and personnel.
Lead the development of site assessment, remediation, and drinking water compliance training curricula and assure the implementation of compliance training enterprise-wide
Minimum Qualifications :
Bachelor’s degree in Engineering, Geology, Environmental Science or Policy, or related technical discipline.
5 years of experience managing, supervising, or leading an organization or unit, or teams.
10 years of experience in regulatory analysis, permitting, and/or environmental compliance.
Desired Qualifications :
Master’s Degree in Engineering, Geology, Environmental Science or Policy, or related technical discipline.
Registration as a PE, PG, CHMM, or REHS, PMP Certification.
Ten or more years of experience managing, supervising, or leading an organization or unit, or teams.
Fifteen or more years of experience in regulatory analysis, permitting, and environmental compliance, including at least five years of experience with an electric utility.
Knowledge and thorough understanding of environmental regulatory and permitting obligations and requirements related to environmental site assessments, waste characterizations investigations, remediation, and drinking water systems and wells.
Experience interfacing with technical and non-technical audiences, including peers, clients, management, contractors, and personnel from Federal, State of California, and local regulatory agencies to develop and implement solutions to environmental issues.
Demonstrated ability to lead a staff of technical professionals and specialists and provide strategic focus in professional development, performance management, safety, compliance, resource allocation, and budget management.
This position may require up to 10% travel within the service territory.
