The Ethics and Compliance’s External Regulatory Audits and Compliance Investigations group is responsible for leading the Company’s response to external regulatory audits conducted by the CPUC, Office of Electric Infrastructure Safety (OEIS), FERC, NERC and WECC and internal compliance investigations of potential noncompliance events related to CPUC, FERC and NERC requirements. In this job, you’ll act as the External Regulatory Audit Manager, responsible for managing the Company’s response to multiple external regulatory audits simultaneously conducted by the CPUC, Office of Electric Infrastructure Safety (OEIS), FERC, NERC and WECC that have financial, operational, and/or regulatory impact on the Company. This position will be the Company’s expert on managing all the processes and procedures required to effectively put forth the Company’s positions and demonstrate compliance.

  • Develop and execute the Company’s audit response strategy for the external regulatory audits managing

  • Act as the primary Company interface with the CPUC/FERC/WECC/OEIS staff and their external auditors and responsible for negotiating/resolving all audit issues

  • Lead multiple cross-functional teams comprised of attorneys, managers, project managers and subject matter experts responsible for demonstrating compliance

  • Manage the data request and interview process to ensure responses are consistent with the audit response, corporate and organizational unit strategies and that they effectively communicate the company’s position

  • Provide quality control over information provided to the external auditors

  • Brief organizational unit senior management and executives on audit status and potential audit findings and recommendations - consult on other identified potential compliance issues identified during the audit

  • Ensure all responsive actions resulting from the audit are implemented and appropriately documented

  • Maintain and update all necessary management reports, audit findings database, and dashboard

Qualifications

The essentials

  • 7 years of regulatory or compliance experience

  • 2 years of experience leading projects and/or cross-functional teams

The preferred

  • 5 years of experience with CPUC, FERC and/or NERC regulatory policy, advocacy and/or compliance

  • Experience interfacing and negotiating with CPUC, FERC and/or NERC staff

  • Bachelor’s or Master’s degree in Business, Accounting, Economics, Finance, or related discipline

  • Project management certification

  • Broad knowledge of the operations of one or more of the following organizations: Energy Procurement, Customer Service Programs (Advanced Energy Solutions), Regulatory Operations, or Finance

  • Strong analytical, problem solving, strategic thinking and decision-making skills and the ability to analyze regulatory and business problems and create innovative solutions

  • Strong influence and organizational savvy skills for building relationships, fostering two-way communications, interacting with all levels of management, and building and maintaining relationships with stakeholders, regulatory agency staff and external auditors

  • Strong written and verbal communication skills including the ability to develop effective presentations, data request responses, and effectively communicate complex, sensitive, strategic, and sometimes unfavorable information in a concise and straightforward manner

  • Demonstrated ability to rapidly learn, assimilate complex, and technical information in unfamiliar situations and be able to effectively communicate it in a non-technical manner

  • Demonstrated ability to be diplomatic and tactful in interfacing and negotiating with external auditors/evaluators, regulatory agency staff, and/or senior and executive management to resolve conflicts or other issues

  • Demonstrated ability to plan, organize, manage, and schedule multiple projects and assignments with minimum direction, often under tight time constraints and changing priorities

  • Work Mode: Effective January 2022, this position’s work mode is hybrid . The employee will report to an SCE facility for a set number of days with the option to work remotely on the remaining days. Unless otherwise noted, employees are required to reside in the state of California. Further details of this work mode will be discussed at the interview stage.
