Southern California Edison’s (SCE’s) Customer Service Organizational Unit (CS) shares the responsibility to safely deliver reliable, affordable electricity to our customers. Customer Service is dedicated to operational excellence and innovative thinking through our workforce in our call center, field operations, billing and payment center, outage and demand-side management and other service offerings.
The Principal Manager develops and delivers the unification of SCE’s Integrated Demand Side Management (DSM) 1-5 year planning efforts and is the responsible SME Team leader for SCE’s compliance with all regulatory proceedings in the Energy Efficiency, Demand Response, and Income Qualified Program areas. Oversees and manages the organization charged with the development, promotion, and implementation of SCE’s Public Sector Partnership Programs for the local, regional, state, and Institutional markets (public schools/universities) to meet established goals and ensure program compliance. Provides leadership to Public Sector CP&S customer facing team with technical advice and assistance to design, procure and install EE equipment and adoption of energy efficiency and demand response initiatives. Provides leadership to SR. Advisor charged with fiscal oversight to the Regional Energy Network Sin accordance with CPUC guidelines, and oversees pilot program offerings in the Public sector, which are focused on GHG reduction and maintains the brand image and supports marketing strategies including incentive pricing and promotion.
Provides vision and leadership for innovative design and delivery of SCE’s Integrated Demand Side Management Regulatory compliance, and one-to-five year portfolio policy and plans. Ensures alignment with Company and organizational unit business strategy as well as regulatory and customer requirements. Leads the development and implementation of Integrated Demand Side Management strategies that guide compliance activities and portfolio requirements. Also manages relationships with the California Public Utilities Commission (CPUC), state departments, legislative staff, internal departments (e.g., Billing, Law, Consumer Affairs, Supplier Diversity, Sacramento and San Francisco offices). Provides leadership and vision in the Local / State Government and Institutional Partnerships on a State wide level interfacing with key government officials and administrative offices such as University of CA Office of the President, California Community College Chancellor, local government Partnership and regional Energy Network stakeholders.
Manages/oversees resources with relationships with Local Government Sustainability and Partnership Program Leaders, other California IOU IDSM regulatory resources as well as serve as a primary lead role with the California Energy Efficiency Coordinating Committee (CAEECC).
Provides strategic direction for developing and implementing short- and long-term plans for Partnership programs. Provides overall direction to managers and staff, vendors and third parties to ensure programs and services are meeting scope, schedule and budget expectations. Manage SCE Managers who provides customers technical advice and assistance in design, procurement and installation of energy efficient equipment in the Local and Institutional Marketplace. Plans, directs and controls the development of incentive pricing strategies to meet regulatory and corporate objectives. Guides, monitors, and reports on goal achievement and performance across SCE partnership and SCE’s IDSM Regulatory Compliance requirements.
Plans, directs and manages all regulatory related compliance filings for Integrated Demand Side Management portfolio related issues. Leads communication and relationships with external stakeholders, including regulators, policy makers and special interest groups, in order to ensure regulatory compliance and maintain customer satisfaction. Ensures timely and accurate completion of all filings and compliance documents. Represents the Company as an IDSM Compliance Subject Matter Expert before regulatory authorities, including acting as a witness as necessary, in regulatory proceedings, and SME with industry and trade associations. Represents the interests of the company before regulatory bodies’ staff such as CPUC, assigned CPUC Commissioners and among Local and Institutional Partnership entities. Oversees the development and tracking of program metrics for portfolio planning, reporting, and decision making purposes. Reviews, engages SME expertise, and approves filings with regulatory agencies as required. Responds to regulatory compliance requirements (e.g., audit, reports, data requests, etc.).
Manages resources and budget levels to meet strategic objectives and operational needs. Makes, recommends and/or approves employment decisions (e.g., hiring, promotion, appropriate pay, rewards/recognition, succession planning, and termination). Manages employee performance for both direct and/or matrixed reports. Establishes performance expectations and goals aligned with Company objectives, policies and procedures. Manages, trains and develops staff by providing timely feedback, coaching and support. Demonstrates Company values through decisions and actions. Promotes the Company’s safety culture to ensure a safe work environment.
BA/BS degree or higher in business, science, marketing or related discipline.
Five (5) or more years of experience in a leadership and/or Management role.
Five (5) or more years’ of experience in DSM programs.
Five (5) or more years of experience with regulatory proceedings, managing filings, GRC and/or regulatory processes.
Experience California rates, regulation and energy efficiency policies.
MBA or advanced degree in technical, management or organization.
At least 7 years in Management or related experience.
At least 7 years’ experience in DSM programs and more than 5 years of regulatory and compliance experience.
Experience working with a diverse group of service providers and stakeholders including contractors, vendors, authorized agents, implementers, and CPUC staff.
Ability to build partnerships, alliances and coalitions.
Excellent verbal and written communications
