Southern California Edison’s (SCE’s) Customer Service Organizational Unit (CS) shares the responsibility to safely deliver reliable, affordable electricity to our customers. We support this effort by working to meet customer expectations. Customer Service is dedicated to operational excellence and innovative thinking through our workforce in our call center, field operations, billing and payment center, outage and demand-side management and other service offerings.
Position overview :
The Income Qualified Program Operations Manager manages the Energy Assistance Program (ESA) operations team within the Income Qualified Program Organization. The manager will provide direct oversight to a team of 7 professionals and an annual budget of approximately $85M. The manager will be responsible for establishing and monitoring budget, reporting and compliance activities. The role requires close monitoring of field activities, results, and service level attainment for over 20 program implementation contractors. Coordinating closely with both internal and external stakeholders is critical in this highly compliance driven organization. Stakeholders include the application processing center, contractors, field inspections, Marketing, Local Government Partnerships, Public Affairs, Procurement Services, Corporate Communications, the Energy Division (CPUC) and other CA utilities.
Typical Responsibilities :
Leads the development and implementation of income qualifiedenergy efficiency (EE) programs that contribute to statewide and corporategoals. Leads internal/external efforts to verify customer eligibility andassist with enrollment.
Represents the Company in high level internal and externaldiscussions about rate assistance programs implementation issues. Establishes, maintains and grows vendorrelationships with leaders of Community Based Organizations (CBOs) and majorproviders of income qualified services.
Participates in the development of the IQP strategy andassists in influencing the CPUC direction regarding low income programs andservices.
Represents the interests of the company on programimplementation issues with internal and external stakeholders.
Provides overall direction in developing program budgets,monitoring results, initiating changes as necessary to reach goals withinbudget, assuring adherence to management control requirements and increasingcustomer satisfaction.
Manages resources and budget levelsto meet strategic objectives and operational needs. Makes, recommends and/or approves employmentdecisions (e.g., hiring, promotion, appropriate pay, rewards/recognition,succession planning, termination).Manages employee performance for both direct and/or matrixed reports. Establishes performance expectations andgoals aligned with Company objectives, policies and procedures. Manages, trains and develops staff byproviding timely feedback, coaching and support. Demonstrates Company values through decisionsand actions. Promotes the Company’ssafety culture to ensure a safe work environment.
Minimum qualifications :
BA/BS degree Business, Economics, or other relateddiscipline
Minimum of five years of experience managing programor project teams in the implementation of moderate to complex program orproject initiatives.
Minimum of three years of experience in contractmanagement.
Minimum of three years of experience developing andimplementing Demand Side Management (DSM) programs and plans.
Understanding of California regulatory structure and DSM policies.
Desired qualifications :
Master’sDegree in Business, Economics, or other related discipline
Possess strong customer service skills.
Demonstrated experience in leadership
Ability to build partnerships, alliances and coalitions
Knowledge of energy efficiency products and services
Excellent verbal and written communication skills
Experiencein management of an organizational unit
Experienceworking with a diverse group of service providers and stakeholders includingprivate contractors, Community or Faith Based Organizations, non-profits, localgovernments, and CPUC staff
