Job Description

Position Summary

Accountable for Construction operations including the execution of New Business, Replacement, and Corporate Engineering work via construction/contractor management in an assigned geography of the Company's piping system. Collaborates on the development of and fulfillment by contractor business relationships including alliances; performs contractor selection, management, and oversight to achieve the corporate core value of safe, quality and compliant infrastructure installation. Responsible for the construction spend and planned units consistent with annual budgets and development plans/programs. Serve as the office incident lead for the Company's 24/7 emergency response process.

Tasks and Responsibilities

• Manage the operating plans to deliver the on time, on budget and within specifications execution of New Business, Replacement including the Company’s accelerated pipe replacement programs and Corporate Engineering construction work of the Company’s piping system utilizing external/internal resources

• Collaborate on the negotiation, authorization, and tracking/reporting of contractor compensation for the completion of targeted units for construction plans/programs and specific projects

• Participate and build upon alliance and company-contractor relationships including the implementation of the Alliance Plan, Structure, and Issue Resolution System

• Responsible for liaison with others for the completion of all internal processes required to plan a construction project before releasing for development – includes work generated by others

• Responsible for liaison with external customer communication/service planning and execution and implements programs for providing safe, reliable and timely service to the Company’s customers

• Provide strategic partnership for the development and implementation of the Quality Management Program, compliance with DOT regulations as well as state/local jurisdictional regulations

• Manage new and existing customer work scheduling, customer satisfaction target, and spend target within New Business profitability and Replacement including the Company’s accelerated pipe replacement programs spend targets

• Responsible for executing business process improvements to improve costs through productivity/efficiency gains, internally as well as with contractors. Collaborates with Business Unit to review and evaluate the effectiveness of existing programs, guidelines, systems and services within the department

• Team with Construction Management to develop construction plan, work coordination, results tracking and customer service issues

Qualifications, Skills and Abilities

• Bachelor's Degree Degree in Engineering, Construction Management/Administration, Business or other related technical field preferred

• 7+ Years relevant work experience in construction and/or operations, engineering or a related field. Experience must be inclusive of demonstrated leadership to managers, supervisors, and professional staff required

• 2+ Years supervisory experience

• Experience managing external labor (contracting/outsourcing)

• Excellent leadership skills required along with extensive experience with contract management and working knowledge of federal, state and local underground construction and regulations of natural gas systems, e.g., DOT CFR 49 Part 192

• Ability to identify the need for and to proficiently operate a variety of computer software to research, retrieve and share business information and data to support department objectives

• Strong organizational and leadership skills to quickly and efficiently redirect resources to meet ever-changing business needs

• Ability to participate in quick, valid decisions based on limited data to resolve natural gas emergencies

• Ability to successfully negotiate trade agreements and to settle disputes with business partners

• Ability to conceptualize and analyze multiple scenarios in solving broadly defined business problems

• Ability to effectively communicate complex messages to diverse audiences at all organization levels

• Ability to successfully influence/persuade to achieve desired business outcomes
