Department Overview

The hardworking cowers of Electric Engineering ensure all manners of electric engineering--including electrical standards and process safety, electrical design engineering, instrumentation testing and controls, undergrounding, electric regulatory compliance and electric investment planning--are in place to safely enable a strategic and stable workplan for our Electric Operations partners. Our organization is accountable for program planning, financial budgeting, and project execution and delivery of all electric engineering projects. Electric Engineering is comprised of approximately 2,000 coworkers.

The Electric FERC-CAISO Compliance Team is part of the Electric Compliance department in Electric Engineering, where our vision is that together we create a compliance culture in Electric Engineering and Operations that supports and exceeds safety, reliability, customer, and regulator expectations.

The Electric FERC & CAISO Compliance organization provides functional area compliance oversight, support and monitoring for processes, procedures and controls intended to ensure compliance with the California Independent System Operator (CAISO) and the Federal Energy Regulatory Commission (FERC) regulatory requirements, standards, tariffs, and agreements. These compliance areas include:

• FERC Wholesale Distribution Tariff (WDT)

• FERC Transmission Owner Tariff

• FERC T-Line Licensing

• CAISO Open Access Transmission Tariff

• CAISO Transmission Control Agreement

• CAISO Annual Maintenance Review

• Any other new and changing requirements from FERC and CAISO that apply to Electric Engineering and/or Electric Operations.

Position Summary

The Electric Compliance and Risk Consultant, Expert will partner with electric functional areas across engineering and operations on matters of FERC jurisdictional tariff compliance, including both FERC and CAISO compliance. Primary responsibilities include leading investigations into non-compliance, managing the FERC Compliance Tracker, driving efforts to improve compliance maturity in the electric functional areas, conducting compliance and risk assessments of the Electric functional areas, and helping the electric functional areas to plan for new and changing compliance obligations as they pertain to FERC and CAISO Compliance. In addition, the Electric Compliance and Risk Consultant, Expert will document new compliance controls, as well as perform design effectiveness and operating effectiveness assessments on compliance controls. Finally, the Electric Compliance and Risk Consultant, Expert will serve as a subject matter expert and often first point of contact for questions about compliance, non-compliance, remediation, and risk mitigation.

Work type: Hybrid (one day a week in office)

Work Location: Flexible within service territory, with Rocklin, Oakland, Sacramento, or Fresno preferred

PG&E is providing the salary range that the company in good faith believes it might pay for this position at the time of the job posting. This compensation range is specific to the locality of the job. The actual salary paid to an individual will be based on multiple factors, including, but not limited to, specific skills, education, licenses or certifications, experience, market value, geographic location, and internal equity. Although we estimate the successful candidate hired into this role will be placed towards the middle or entry point of the range, the decision will be made on a case-by-case basis related to these factors.

A reasonable salary range is:

  • Minimum Base Salary (Bay Area) $118,000.00

  • Mid Base Salary (Bay Area) $153,000.00

  • Maximum Base Salary (Bay Area) $188,000.00

  • Minimum Base Salary (California) $112,000.00

  • Mid Base Salary (California) $145,000.00

  • Maximum Base Salary (California) $179,000.00

Job Responsibilities

• Provides expertise to leadership and cross-functional teams regarding development, implementation, and monitoring of controls and mitigation plans.

• Develops compelling data-driven business cases for or against specific courses of action and potential risk mitigation alternatives as appropriate.

• May lead company response to regulatory data requests, investigations, audits, and other inquiries.

• Regularly updates leadership on changes to requirements/standards, metrics, program effectiveness, and opportunities for improvement.

• Lead root cause analysis exercises.

• May participate in risk management forums at the enterprise level.

• May act as team lead but does not have any direct reports.

Minimum Qualifications

• Bachelor's degree or equivalent experience

• 7+ years of relevant experience

Desired Qualifications

• Master's degree

• Certified Compliance and Ethics Professional (CCEP)

• Leading Professional in Ethics and Compliance (LPEC)

• Certified Internal Auditor (CIA)

• Certified Information Systems Auditor (CISA)

• Certified Information Security Manager (CISM)

• Certified Risk Management Professional (RIMS-CRMP)

• Other compliance or risk related certification, as applicable.

• 4 years' experience managing compliance/risk programs or controls

Knowledge, Skills, Abilities, and (Technical) Competencies

• Demonstrates broad expertise and applies advanced knowledge to wide-ranging compliance and/or risk management issues.

• Expert level knowledge of assigned area of business including processes and procedures

• Advanced knowledge of and ability to apply internal control concepts and/or risk analysis & assessments

• Strong problem solving, project management, and change management skills

• Ability to manipulate data and draw conclusions/make recommendations

• Strong written and verbal communication skills and ability to communicate complex data effectively to a variety of audiences including executives

• Ability to influence others in order to achieve understanding, acceptance, and commitment to act

• Highly flexible, self-directed, and able to adapt well to a rapidly changing environment

• Advanced skills in MS Office including Excel and PowerPoint
