Job Purpose

The Water Foreman leads the crew to complete daily tasks related to the installation and repair of water pipelines in a safe and correct manner. The position is in charge of ensuring crew safety and productivity, installing and pressure testing both mainline and service line water pipe, as well as completing routine safety inspections and documentation. This position oversees the Line team and works with customers, senior management, and personnel from other departments.


  1. Oversee and coordinate crew work to install water pipelines via open-cut or directional drill methods.

  2. Obtain all necessary licenses, permits, and materials for each job.

  3. Oversee, accomplish, and ensure all work quality related to each project and assume full responsibility for its standard and timeliness.

  4. Coordinate and delegate daily tasks to crew members related to digging and placing product.

  5. Gain entry to site buildings for work crew and call-in utilities located at each project site.

  6. Facilitate daily toolbox talks and weekly safety inspections to ensure the crews work safely.

  7. Complete all paperwork in a timely manner.

  8. Train new hires and trainees to learn the trade.

  9. Track employee hours and submit for payroll on a timely basis.

  10. Call in utilities located at each project site.

  11. Inspect existing utilities are properly identified and exposed, to ensure piping is correctly installed, job meets customer specifications, and it meets company quality standards.

  12. Drive, haul, and/or operate equipment to/from job sites to assist crews in completion of work.

  13. Keep the job(s) moving on time, clean up, and perform job restoration at the end of job.

  14. Communicate with customers and inspectors.

  15. Perform other duties as required and/or assigned.

Minimum Qualifications:

  1. A High School Degree, or equivalent.

  2. 3 years of experience with water pipeline construction or maintenance, with 2 years of supervisory experience.

  3. Proficiency in tapping and pressure testing.

  4. CDL Class A license.

  5. Knowledge of water and how to safely work around it.

  6. Knowledge of customer’s specifications, being able to read and interpret prints.

  7. Proficiency in all phases of line construction.

  8. Compliance with proper safety standards, procedures, and work practices according to MasTec and/or project customer, whichever standard is higher.

  9. Ability to talk with customers’ inspectors and have a sense of customer service.

  10. Experience in operating heavy equipment and general construction.

  11. Ability to visually inspect joints, spot utilities, and locate marks on the ground by color.

  12. Clarity of vision at 20 feet or more or 20 inches or less, with the ability to judge distance and space relationships.

  13. Precise hand-eye coordination.

  14. Ability to identify and distinguish colors.

  15. Ability to work outdoors, even in extreme weather conditions.

Preferred Qualifications

  1. 5 or more years of experience, with prior staff supervisory responsibility.

  2. Excavator training.

  3. First Aid and CPR certification.

Physical Demands and Work Environment

This job operates in a field environment. This role routinely requires extended periods of bending, squatting, climbing, kneeling, pushing, pulling, lifting, lifting in awkward positions, standing, twisting, reaching above shoulder level, working in confined spaces, working off a pole or in a bucket. Also, working in inclement weather conditions, such as extreme heat, extreme cold, rain, ice, snow, and wind for up to 10-hour work days, with breaks.

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. This position is physically active, with lifting required. Must be able to bend and lift and carry up to 50 pounds.
