Job Summary

There is one position, Engineer I or II or Technical Specialist I or II, which will be filled at the level commensurate with the successful candidates education, experience, knowledge, skills and abilities.

Dominion’s Electric Transmission System Operations Engineering department was established to provide engineering support for reliable control and operation of the Dominion’s Transmission System. The team’s responsibilities encompass many applications used by operations personnel to make real time and offline decisions that affect the Bulk Electric System such as: SCADA applications, alarm management applications, various displays and visualization tools and network applications. The primary responsibilities for this role include:

  • Perform the modeling of Dominion’s Transmission system such as SCADA modeling and configurations, network topology, equipment ratings and parameter impedances as well as the maintenance of various operator displays.

  • Coordinate with and provide technical assistance to various engineering, operations and field teams and PJM to fully maintain the Energy Management Systems (EMS) model

  • Support the development of tools to improve situational awareness in the operations control room

  • Participate in various company teams and industry-level organizations to enhance Electric Transmission’s system operations performance.

  • Perform other duties, as requested, or assigned

Levels in Engineering and Engineering Technical Specialist series being considered in this posting:

Engineer I : Entry or developmental level position providing engineering support in designated company area, or specific engineering discipline. Perform engineering calculations, analysis, research and design. Under direction of supervisor or work leader, performs routine assignments designed to develop professional engineering work knowledge, gain familiarity with techniques, approaches, practices and the nature of engineering systems, equipment, etc. and to develop the ability to apply fundamental engineering principles and techniques, procedures and criteria in carrying out sequence of related engineering tasks. Limited exercise of judgment is required on details of work and in making preliminary selections and adaptations of engineering alternatives.

Engineer II: This role is fully competent in all conventional aspects of the subject matter. Second level position in the engineering series provides engineering support in designated company area, or specific engineering discipline. Distinguished from Engineer I by increased complexity in application of engineering skills required

Engineering Technical Specialist I: This role is the entry or developmental level in the Engineering Technical Specialist series. Performs routine to moderate work assignments designed to develop professional engineering technology work knowledge, technical skills and experience within the functional area or specific engineering discipline necessary to progress to the fully functional intermediate level

Engineering Technical Specialist II: This role is the intermediate and fully proficient progression level in the Engineering Technical Specialist series. Distinguished from the Engineering Technical Specialist I by the increased complexity in the application of technical and engineering skills and knowledge. Performs moderate to complex work requiring demonstrated proficient technical skills and knowledge and experience within the functional area or specific engineering discipline.

Required Knowledge, Skills, Abilities & Experience

*Note: A partial year of related work experience of 6 months or greater will be considered one year towards the qualifications

Engineer I: 0-2 years of relevant experience.

Engineer II: 3+ years of relevant engineering experience in Substation Protection & Control Engineering, System Protection, System Planning, System Operations or demonstrated equivalent

Engineering Technical Specialist I: 0-2 years of relevant experience

Engineering Technical Specialist II: 3+ years of relevant work experience

  • Understanding of AC/DC fundamentals and three-phase power systems

  • Knowledge of NERC and PJM policies and procedures is desired

  • Experience with System Protection & Controls or IT systems is desired.

  • Experience with Energy Management Systems such as GE/ALSTOM e-terra platform is highly desired.

  • Equally effective working independently or in a team environment.

  • Strong oral and written communication skills, including technical writing.

  • Strong time management skills with the ability to independently plan and organize work assignments.

  • Ability to think analytically and solve complex problems

  • Ability to interpret codes, regulations, and practices

*Note: Military service members and veterans with ranks from E3-E5, W1-W2, or O1-O3, plus appropriate equivalent combination of education and years of experience as outlined (above/below).

Education Requirements

*We are considering recent and upcoming graduates up to but not beyond December 31st, 2021.

Engineer I or II: Bachelor's Degree in engineering is required (please see required engineering criteria below)

  • Electrical or Computer Engineering is preferred

Engineering Technical Specialist I or II: Preferred Bachelor's Degree (or an equivalent combination of education and demonstrated related experience may be accepted in lieu of preferred level of education; Prefer three or more years of experience as a system protection technician, electrician or demonstrated equivalent)

  • Bachelor’s in Engineering Technology or IT Systems are preferred.

REQUIRED ENGINEERING CRITERIA:

For placement of a candidate in the Engineer job series, the following criteria must be met:

  • Possess a 4-year engineering degree from an ABET accredited engineering program based on the year that the engineering program was accredited by ABET, or

  • Possess a 4-year engineering degree from an institution outside of the U.S. which is accredited through the country's own engineering accrediting body under the Washington Accord as a full signatory, and is a degree that was recognized by the country's accrediting body on or after the date that full signatory status was achieved, or

  • Possess a 4-year engineering degree from a non-ABET accredited program and a postgraduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or

  • Possess a 4-year degree in Physics, Chemistry, Math or Engineering Technology and a post-graduate engineering degree from an institution where the undergraduate degree in the same engineering discipline is ABET accredited based on the year the engineering program was accredited by ABET, or

  • Holds or has previously held a valid U.S. Professional Engineer license

Licenses, Certifications, or Quals Description

Depending on functional responsibilities and location of position must review ANS 3.1 12/79, ANSI N18.1-1971 or ANSI/ANS 3.1-1993 and DOM-QA-1 as appropriate.
