Responsible for overall architectural design, support, technical management, documentation, short and long-term planning, standards, security consulting, and development of the BHE Supervisory Control and Data Acquisition System, Generation Management System, Energy Management System, and Distribution Management System, (SCADA/EMS/DMS/GMS) and all its interfaces.

SALARY RANGE: Determined by the knowledge, skills and abilities of the applicant.

  • Level I: $58,900 - $88,400

  • Level II: $69,800 - %104,800

  • Senior Level: $82,000 - $123,000

ESSENTIAL JOB FUNCTIONS:

  • Develops and supports procedures, processes and documentation to maintain and supervise the overall reliability of SCADA/EMS/DMS/GMS master, architecture, databases, displays, and applications.

  • Develops and supports procedures, processes, and documentation on SCADA and associated systems to provide safe, reliable and secure operations systems that meet reliability regulatory standards.

  • Develops, maintains and analyzes SCADA/EMS/DMS/GMS and related databases.

  • Develops and maintains system one-line diagrams and associated summary displays.

  • Develops and supports data exchange with external systems, such as outage management systems (OMS), geographical information systems, real-time electronic mapping systems, communication systems and external control centers.

  • Develops and maintains computer programs, customized programming scripts and configuration files as necessary for special applications.

  • Supports development, planning and coordination of SCADA/EMS/DMS/GMS applications, including state estimator, contingency analysis, operator training simulator, distribution electronic mapping, Inter Control Center Protocol, Automatic Generation Control, historical data archiving, interfaces, etc.

  • Develops and supports emergency response plans related to SCADA/EMS/DMS/GMS.

  • Monitors and maintains appropriate levels of application access and security within the SCADA environment.

  • Provides real-time support for transmission, distribution and generation system operators and day-to-day support needs of other SCADA/EMS/DMS/GMS staff.

ADDITIONAL RESPONSIBILITIES:

  • Serves as knowledge resource for application design and use.

  • Provides “real-time” support for System Operators and Generation Dispatch and Power Marketing personnel.

  • Available to provide off-hours support.

  • Performs other assignments as the need arises.

QUALIFICATIONS:

Level I

  • No experience required. Training provided.

  • Bachelor’s degree in Engineering, technology related to SCADA, industrial control systems, electrical power systems or equivalent combination of education and experience required.

Level II

  • Minimum of (3) three years of electric utility operations experience combined with SCADA/EMS/DMS/GMS systems experience required.

  • Bachelor’s degree in Engineering, technology related to SCADA, industrial control systems, electrical power systems or equivalent combination of education and experience required.

Senior Level

  • Minimum of (5) five years of electric utility operations experience combined with SCADA/EMS/DMS/GMS systems experience required.

  • Bachelor’s degree in Engineering, technology related to SCADA, industrial control systems, electrical power systems or equivalent experience required.

KNOWLEDGE/SKILLS/ABILITIES:

  • Familiarity with electric utility operations and field devices RTU/IED DNP 3.0 protocol, ICCP, Multispeak, and communications networks.

  • Proven ability to work with and learn and develop diverse applications.

  • Understanding of data historians and SQL.

  • Basic experience in computer programming, scripting, and Linux.

  • Familiarity with networking, firewalls, etc.

  • Understanding of Critical Infrastructure Security (CIP) and NERC reliability standards intended to ensure a reliable and secure bulk electric system.

  • Ability to exercise good judgment and make sound decisions under pressure.

  • Excellent verbal and written communication skills.

  • Strong digital literacy, including proficiency in Microsoft Office software applications, Microsoft EXCEL and Access.

  • Ability to maintain proficiency with new systems and software as technology evolves.

  • Excellent interpersonal communication skills with demonstrated strengths in tact and diplomacy.

  • Demonstrated capability to lead cross-functional teams.

  • A high degree of independent judgement is required. The ability to adapt to constantly changing conditions and expectations, and to continually learn new complex technical processes and products is essential.

  • Excellent interpersonal skills required including a demonstrated ability to interact positively with others in a team environment.

  • Good project management skills.

Specific lifting abilities required by this job include: Sedentary work. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or continuously to lift, carry, push, pull or sitting most of the time. Jobs are sedentary if moving about is only occasionally and all other sedentary criteria are met.

Work environment: Routinely perform work indoors in climate-controlled shared work area with moderate noise level. Willing to travel occasionally (less than 10 days per year) by automobile (as driver and passenger), commercial airlines, rental vehicles and public transportation and be able to lodge in public facilities.
