LOCATION: Rapid City, SD

PRIMARY FUNCTION:

Responsible for the management, coordination, testing and planning of advanced metering infrastructure (AMI) and meter systems applications as well as meter-related firmware upgrades and releases. Manage and supervise personnel who are responsible for the day-to-day operations of the Advanced Meter Infrastructure (AMI) and metering systems. Responsible for the electric configuration of the Meter Data Management System (MDMS) and accurate and timely delivery of the electric billing determinants to the billing system.

REPORTING RELATIONSHIP: Senior Manager, Meter Services

ESSENTIAL JOB FUNCTIONS:

  • Perform technical review and acceptance testing for software and firmware upgrades for the AMI system and metering tools and equipment.

  • Provide expertise to the MDM Manager for electric billing determinants, functionality configuration, and data delivery services.

  • Manage the AMI/Metering Administrators and ensure daily schedules are run.

  • Manage testing and approvals of the metering system and meter firmware upgrades.

  • Manage, monitor, analyze, troubleshoot and ensure timely repairs of the AMI system, network and associated equipment.

  • Manage the day-to-day AMI system health issues and activities.

  • Oversee and monitor AMI orphans and no-read reports, trouble tickets, High/Low validation reports and make recommendations.

  • Address AMI LAN and WAN communications issues.

  • Monitor and analyze AMI GIS shape files for problems. Troubleshoot and correct as necessary.

  • Be the subject matter expert for the Energy Access Inspector and other applicable equipment for troubleshooting AMI metering.

  • Be the subject matter expert for Vendor firmware and applications tools, radio communications network for the mesh, Gatekeeper/Collectors, repeaters, modems, and ancillary devices used operations of the electric AMI Network.

  • Ensure work order creation for further troubleshooting or exchange of Primary, CT meters as necessary.

  • Responsible for tracking, coordinating, and reporting on the status and trends of meter issues and meter returns to the manufacturer for repair or replacement.

  • Ensure that customer issues related to the AMI and metering system are investigated and addressed in a timely manner.

  • Ensure and maintain AMI and metering system performance within required limits.

  • Monitor and investigate energy diversions and tampers.

  • Ensure read schedules run in accordance with billing schedules, data collection services and data delivery services.

  • Analyze and correct meter and account data relative to AMI.

  • Manage and monitor AMI meter data gathering hierarchy and optimize configuration as necessary.

  • Assign work to subordinates, monitor work performance and conduct performance appraisals.

  • Act as a backup and support for the Meter Data Management System Project Manager (MDMS).

  • Ensure compliance with PUC, City County, state ordinances as well as Company policies and procedures

ADDITIONAL RESPONSIBILITIES:

  • Oversee customer field contact relative to AMI and metering systems.

  • Manage PUC meter testing requirements.

  • Other duties as assigned.

WORKING RELATIONSHIPS:

  • Maintain professional working relationships with meter field personnel, field representatives, meter shop, AMI System Administrators, customer service and communications personnel, storekeepers, IT and field resource center personnel.

  • Maintain professional working relationships with AMI and metering equipment suppliers.

EXPERIENCE:

  • Five years’ experience in an equivalent position required.

  • Experience in CIS applications and GIS Mapping Software i.e. Arc Explorer, Arc Viewer, Arc Map View preferred.

  • Two years of supervisory experience preferred.

  • Utility experience preferred.

EDUCATION:

  • High school diploma or equivalent required.

  • Bachelor’s degree in Computer Science or related required.

KNOWLEDGE:

  • Basic knowledge of electric metering.

  • Basic knowledge of power KWh, KVAR and KW measurement.

  • Basic knowledge of LAN, WAN and AMI Mesh Network.

  • Knowledge of the use of Excel pivot tables for data analysis.

  • Basic understand of telecommunications systems.

  • Knowledge of meter data management systems.

  • Knowledge of the AMI system infrastructure.

  • Understanding of meters, collectors, repeaters and other communication system components.

  • Strong computer skills, including proficiency in Microsoft Office Suite - Excel, Word, Power Point, Access and Outlook.

  • Ability to take initiative, work with minimum supervision, and handle multiple projects simultaneously.
