ElectriCities of North Carolina Sr. Energy Data Analyst in Raleigh, North Carolina
The Senior Energy Data Analyst is responsible for operating and installing meters in the MV-90 xi operating system, maintaining databases in the MV-90 xi and in the Customer Database and Billing System. Additional responsibilities include providing retail billing statements to NCMPA1 participants, data analysis, reporting, and billing data to the Senior Wholesale Billing Analyst. This person is also responsible for ensuring accurate accounting information for invoicing counterparties for all market transactions, to monitor specific invoices for accuracy, to provide accurate and timely daily forecasts to the power marketers and 24X7 team, and to facilitate the EIA-861 filing process for our Agency1 member municipalities. This role adds value by ensuring NCMPA1 is financially responsible in it interactions with agency cities and counterparties and by ensuring accuracy of invoices received and distributed thereby saving money for Agency1.
Major Duties and Responsibilities:
Operate automated remote metering system (MV-90 xi) for installing, programming and reading meters for NCMPA1 generator sites (including Power Agency Generation, Prime Power Park Generation, Power Supply Distributed Generation, Distributed Generation and solar generation, and retail billing and load research. Coordinate manual readings with the Operations Engineer or contract meter technician.
Maintain accurate customer database, including meter configurations and interrogation protocols. Review and document meter setup, transformer ratios and communications protocols to ensure accurate and correct metering process. Process, edit, and estimate data, as needed. Maintain up to date knowledge of MV-90 software, implement updates and manage software licenses as required.
Administer and maintain accurate NCMPA1 Market Energy Database to increase service and systems functionality to meet staff and participants’ needs and improve efficiency of operations. Analyze, develop, recommend, and implement enhancements to such system.
Deliver accurate and understandable retail billing statements, billing determinants, customer hourly data, customer usage and billing history by the contractual deadline each month. Provide additional billing data and reports as requested to the participant cities for retail customers. Analyze and resolve billing concerns and metering problems to provide excellent and timely customer service and support. Enter monthly billing statements and related documents pertaining to billing in EC-DOCS. Maintain accurate and timely customer data from NCMPA1 SAS billing system on the extranet site. Assist with monitoring and enhancing service provided and extranet site itself.
Administer and operate the market transactions system. This will include:
Acquiring, processing, and verifying daily and monthly NCMPA1 market energy, transmission, oil, natural gas, index, financial, and capacity determinants
maintaining knowledge of contracts for each type of market transaction and the associated billing requirements and act as liaison to customers for resolution of transaction questions while maintaining good business relationships with all counterparties.
Initiating monthly billing data transfer to Accounting to meet contractual obligations, to be completed in the first 10 days of the month
Provide management with timely, accurate daily transaction reports, daily deficit energy margins reports, monthly revenue summary, and monthly and annual cost benefits analysis.
Provide analysis of on-peak/off-peak and pre-schedule/hourly pricing trends, and other analyses as requested.
Providing 24X7 team and Power Marketers with daily analysis for comparison of NCMPA1’s Dynamic Schedule to Duke Accounting site and daily reconciliation for OATI for any discrepancies.
Processing, reconciling, and providing PJM weekly billing information to Accounting and Finance.
Providing market energy data for inclusion in NCMPA1’s annual EIA-861 filing and Annual Reports as well as file FERC EQR quarterly reports.
Identify, document and facilitate resolution of software, hardware and communication problems as required in conjunction with the Operations Engineer and the Senior Wholesale Billing Analyst. Analyze, develop, recommend and implement enhancements to retail billing systems, communication equipment, and meters.
Maintain library of participants’ retail rates and update periodically throughout the year.
Protect market sensitive information, control data, and provide documentation of communications and/or metering equipment. Track and document all activities, costs, and revenues for the retail billing and Power Exchange programs.
Participate in customer calls as needed to evaluate and improve customer service and to maintain relationships.
Maintain current documentation of MV-90 xi, PAG, DG and retail billing processes as well as documentation of market systems and power exchange.
Work closely with the NCMPA1 Senior Wholesale Billing Analyst and the NCEMPA Energy Data Analyst and provide backup support as well as any additional backup roles deemed necessary by the Settlements Supervisor.
Prepare special projects, analyses and data requests involving retail rate-related issues as well as Market Energy requests.
Participate and support the development of the annual business plan and budget of the Operations Division. Provide input for the annual business plan and budget of the Operations Division.
Serve on the EIA team and assist ElectriCities members with annual EIA surveys.
Perform other related duties as assigned by the Supervisor, Settlements in accordance with the goals and objectives of ElectriCities and the Power Agencies.
The successful candidate will bring:
A Bachelor of Arts or Bachelor of Science degree in a business-related field.
Five years of progressively responsible work experience in utility billing or market utility billing, or equivalent combination of experience and education.
Solid time management skills with the ability to work under pressure and meet tight deadlines.
Strong written and oral communication skills.
The following skills and experience would be beneficial to carry out the job responsibilities but not all required. A working knowledge of Microsoft Excel and Word, SAS, remote meter reading system (MV-90 xi), EEI, ISDA, and NAESB contracts, OASIS, transmission tariffs, OATI and Accounting.
Strong attention to detail as well as solid problem-solving, excellent analytical and data interpretation skills.
The ability and willingness to accept responsibility and the capability to work on his/her own initiative with general guidance.
