ElectriCities of North Carolina Manager, Safety & Training in Raleigh, North Carolina
The Member Services and Corporate Planning Division is responsible for providing value-added services to ElectriCities Members and establishing long-term strategic objectives for the company. These services include safety and training, residential services, commercial and industrial services, joint procurement, key accounts services, training, hosted technology solutions, and distribution services.Within the Division, the Safety and Training Department provides a variety of safety-related services to our members, which include crew audits, safety meetings, accident investigations, linework safety schools, lineworker career development programs, mutual aid coordination, OSHA expertise, and a lineworker apprenticeship program.
The Manager, Safety & Training provides leadership and oversight to ElectriCities’ safety training and auditing programs, with the goal of ensuring member cities/regional cities attain and maintain a comprehensive, continuously improving, and cost-effective safety program. This position will collaborate with Learning and Development to create, install, and promote a safety program with the ability to evolve in an ever-changing industry. Specific responsibilities include:
A. Provide leadership, direction, and vision to the Safety & Training staff and ElectriCities’ member cities/regional cities to ensure goals and objectives are met and responsibilities and accountabilities are fulfilled in pursuit of attaining and maintaining comprehensive and cost-effective safety programs for all members.B. Develop and implement long-term plans to continually improve the safety training program to reflect current industry issues and leverage the most efficient training methods and technologies for program deployment.C. Manage, develop, and implement Safety Program Guidelines for member cities/regional cities and establish criteria for measuring the effectiveness of safety programs, including Safety Program Audits.D. Manage the development and implementation of formal safety and training sessions, schools, and career development programs for operating utility employees of member cities/regional cities. This includes collaborating with ElectriCities’ Learning & Development team on curriculum development.E. With assistance from Safety Training staff, oversee the process for accident investigations for members upon request.F. Represent ElectriCities and the members on any local, state and national safety and/or training organizations which could be beneficial to the safety and training program.G. Serve as an advisory member to the ElectriCities Safety & Training Team and the North Carolina Association of Municipal Electric Systems (NCAMES) Board of Directors.H. Advise and assist members in complying with governmental laws and regulations pertaining to safety and training.I. Oversee and coordinate workshops and seminars on specialized safety training topics to individual members as needed. This includes collaborating with ElectriCities’ Learning & Development team on curriculum development.J. Promote, develop, and implement programs and practices in conjunction with ElectriCities member governmental bodies that will provide for the operation and maintenance of member electric distribution systems.K. Build and maintain relationships with non-member municipalities in neighboring states in order to promote the growth of associate membership and attendance in ElectriCities schools/programs.L. Maintain professional relationships with municipalities, investor-owned electric utilities, Power Agencies and other Joint Action Agencies to maximize the effective and efficient flow of information.M. Actively foster an environment of cooperation and teamwork in order to effectively work with other ElectriCities departments and employees.N. Provide general managerial oversight to the Safety and Training Department including budgeting, planning, monitoring of goals, staff performance feedback, and staff development. O. Perform other related duties as assigned by the Vice President, Member Services and Corporate Planning in accordance with the goals and objectives of ElectriCities and the Power Agencies.
The Manager, Safety & Training must maintain the physical condition necessary to perform tasks in an office setting such as operating a personal computer, keyboards, and other peripheral equipment. The Manager, Safety & Training must also maintain the physical condition to conduct training classes (standing, walking, and sitting for extended periods) and be able to lift equipment required to conduct classes (anticipated at no more than 75 lbs.). The Manager, Safety & Training must be physically capable of operating a motor vehicle and traveling extensively by car on a daily basis. Periodic travel outside of North Carolina may also be required for training and development purposes.
Qualified candidates should possess the following:
A. A Bachelor’s degree in Engineering, Safety or equivalent work experience in the field of lineworker safety and training.B. Minimum of ten (10) years of electric utilities experience, with a specific focus on electric distribution operations, maintenance, or construction. C. Minimum of five (5) years of supervisory experience.D. Demonstrated record of proven leadership and people management, with an emphasis on long-term planning and Safety program development.E. Strong working knowledge of safe work practices and required training involved in the construction, operation, and maintenance of a high voltage electric utility system.F. Strong working knowledge of the rules and regulations applicable to the electric utility industry, including but not limited to ANSI ASTM standards, OSHA regulations, other applicable Federal and State regulations.G. Innovative thinker with a track record for translating strategic thinking into action plans and results and effectively navigating change.H. Excellent presentation and interpersonal communication skills with the ability to relate well with craft personnel both within the field and within classroom. Demonstrated ability to communicate effectively both orally and in writing with staff and management personnel.I. Demonstrated ability to collaborate with other departments such as Learning and Development to ensure that all Safety and Training programs/classes meet the demand that ElectriCities members and regional cities require.J. Demonstrated willingness to accept responsibility and be capable of working on his/her own initiative with general guidance.K. The ability to travel by car 40-60% percent of the work within the states of North Carolina, South Carolina, and Virginia. This may include frequent overnight travel.
