This is the specialist level of the Engineering classification hierarchy. Employees at this level solve complex problems, manage work, and provide leadership to others in multiple areas of specialization, with minimal supervision and increased latitude for un-reviewed work. Incumbents function in lead roles providing guidance to others. They are also expected to have advanced skills and have the ability to work independently.

This position is part of the Protection and Control (P&C) Engineering group located in the Duke Energy Progress headquarters in downtown Raleigh, NC. This work group is responsible for design of protection and control relaying applications for substations (new and existing). Design projects range from routine equipment modifications and installations, to the complete design of new transmission facilities.

This position is responsible for leading activities that ensure compliance with all NERC compliance requirements for which the Transmission Protection & Control (P&C) Engineering group is the responsible entity. The primary compliance focus for this position will be NERC CIP requirements. The position coordinates activities within P&C Engineering for self-certifications, audit preparation, self-reports, and mitigation plans, process and procedure development, among other activities. The successful candidate will be expected to promote an understanding of compliance responsibilities for Transmission P&C team members and facilitate education, information and training in an effort to achieve and sustain compliance success and enhanced transmission reliability. The candidate will also be expected to participate on working groups and task force activities to represent Duke Energy interests and acquire information on best practices that can be implemented in Transmission P&C Engineering. In addition, this position will support reviewing P&C Engineering projects to identify potential compliance requirements and ensure plans are in place to capture all required compliance information.

With Minimal Supervision and Increased Latitude for Unreviewed Work:

NERC, FERC or CIP Compliance Program

  • Leads the development, support, and contributes to the on-going strategy of the NERC, FERC or CIP compliance program to meet regulatory and company requirements.

  • Demonstrates broader knowledge of NERC, FERC or CIP compliance controls, regulatory matters, and business applications.

  • Provides consultation, interpretation, administration, and development as well as implementation of contractual, regulatory, and reliability documents.

  • Reviews and recommends responses to legal and regulatory inquiries.

  • Knowledgeable and proficient of tools and procedures for the NERC, FERC or CIP program.

  • Serves as an interface between team members, business units, support groups, corporate areas, contractors, and vendors to ensure appropriate communication and problem resolution.

Project Management

  • Ability to lead a large complex project or several small complex projects

  • Assists project manager in controlling the applicable funding and expenditures to provide for the availability of resources to manage projects and programs cost effectively.

  • Identifies, resolves and escalates, as needed, more complex project issues

  • Serves as a team leader and provides direction to project team

  • Performs technical project work as needed to complete project deliverables

Process and Controls Awareness

  • Demonstrates in-depth knowledge of NERC policy, standards, processes and controls. Executes, defines and provides direction for internal functional processes and procedures.

  • Demonstrates broad knowledge of NERC processes and resources

  • Develops measures to identify areas for improvement.

  • Provides input on process improvements to NERC compliance program.

Customer Relationship Management

  • Provides excellent customer support to deliver compliance results to internal and external parties

  • Consults with and informs customers regarding business, regulatory and compliance matters.

  • Communicates problems and resolutions to management and/or customers

  • Coordinates necessary meeting forums and subject matter to communicate compliance requirements

  • Proactively engages in training and development programs to improve and maintain job performance and promote professional growth and development.

  • Motivates program and project participants to work as a cohesive team within their work unit, department, and company to meet the needs and expectations of corporate compliance program and processes.

  • Broad knowledge of NERC, FERC or CIP compliance and its impact on business operations and support functions

Must be able to pass a personnel risk assessment including 7 year background screening and annual cyber security training.

Basic Requirements

  • Graduation from a four-year college or university with a Bachelor of Science in Engineering from an ABET accredited program and/or state registration as a Professional Engineer. A Master's degree in engineering will be considered in lieu of the B. S. engineering degree.

  • Minimum of 8 years of engineering experience.

  • Registration as a Professional Engineer.

Desired Qualifications

  • 4 years’ experience working with NERC standards and requirements.

  • At least 4 years NERC Compliance experience (utility, cyber security, auditing, compliance, regulatory or related experience)

  • Experience with audit skills, controls, security and related industry regulatory issues

  • Master’s degree in Engineering or a related field

  • Ability to work within field environment, on an as needed basis

  • Knowledge with Microsoft operating systems and CAD (Microstation or AutoCAD)

  • Experience with Protection & Control relay and RTU applications and drawings, including device communication

  • Responds well to supervisors, is easy to challenge and develop, and is easily coachable

  • Able to resolve complex issues that require significant freedom of action and sound judgment with little management oversight

  • Has the ability to manage confidential information with a high degree of integrity

  • Demonstrated ability to work independently with very little direct supervision or review

  • Demonstrated excellent listening and communication skills; able to present complex information in an understandable manner both verbal and written to all levels of the organization including senior management, executive management as well as regulatory entities and other utility representatives

  • Exhibits confidence and a proper level of assertiveness when needed; displays maturity in approach and ability to effectively handle stress and frustration

  • Skilled in the practices of researching engineering and design issues, evaluating alternatives, making sound recommendations and preparing and presenting recommendations.
