General Purpose for the Transmission Policy Specialist

Develop overall transmission strategy and policy recommendations for the PacifiCorp transmission business unit with emphasis on market policy issues impacting the company and related issues. Develop strategy and business recommendations to maximize opportunities and minimize cost exposures that result from regional and federal legislation, regulation, and policy changes impacting the PacifiCorp transmission business, including market development and expansion.

General Purpose for the Senior Transmission Policy Director

Accountable for the overall policy and strategy for PacifiCorp Transmission with emphasis on market policy issues impacting the company and development of company strategies on various complex issues. Develop strategy and business recommendations to maximize opportunities and minimize cost exposures that result from regional and federal legislation, regulation, and policy changes impacting the PacifiCorp transmission business, including market development and expansion. Also responsible for project management of PacifiCorp transmission rate filings as well as implementation and oversight of annual formula and other rate filings. This role will lead the functional team and direct day-to-day activities.

Responsibilities of the Transmission Policy Specialist

  • Maintain an internal and external leadership role in regional and regulatory work groups in order to maximize opportunities and minimize cost exposures that result from regional and federal legislation, regulation, and policy changes impacting PacifiCorp.

  • Develop and recommend strategy and business advice for PacifiCorp positions, policies, and messaging through active participation in numerous regional and federal work groups.

  • Focus on policy development for market development and expansion in the West.

  • Communicate regularly to brief executive level decision-makers throughout the organization on issues related to transmission and market policy development and impacts...

  • Provide retail and wholesale regulatory support for transmission & market issues

  • Oversee and manage regulatory rate processes/tariff filings/data request responses – development of strategic position statements for cost recovery and coordination of the business responses to regulatory proceedings and formal data requests

  • Evaluate proposed market rules and market design changes that impact PacifiCorp’s merchant operations including, but not limited to, the evolving energy imbalance market, potential organized market expansion, and PacifiCorp’s interaction with market participants outside of organized markets.

  • Advise management of the impact of proposed market rule and design changes and develop potential strategies and recommendations for economic optimization and compliance.

  • Provide regulatory support for federal and regional transmission policy and strategy development and positioning

  • Develop positions and responses to Federal Energy Regulatory Commission (FERC) Notice of Proposed Rulemaking (NOPR) filings, as appropriate

  • Coordinate with the Company’s state and federal government affairs, state regulatory, commercial and legal departments, grid operations, transmission services, and billing to develop and execute strategies on behalf of PacifiCorp, ensure compliance with laws and regulations, and oversee project execution and resolution.

  • Monitor, research, and identify emerging or changing regulatory requirements affecting or potentially affecting PacifiCorp.

Responsibilities of the Senior Transmission Policy Director

In addition to the above, the responsibilities of the director position including the following:

  • Plan and manage the work of the functional group. Lead projects and initiatives.

  • Maintain an internal and external leadership role in regional and regulatory work groups in order to maximize opportunities and minimize cost exposures that result from regional and federal legislation, regulation, and policy changes impacting PacifiCorp.

  • Engage as appropriate to support PacifiCorp’s interests, develop comments and advocate positions in various stakeholder and tariff processes.

  • Coordinate with Berkshire Hathaway Energy and the Company’s state and federal government affairs, state regulatory, commercial and legal departments to develop and execute strategies on behalf of PacifiCorp, ensure compliance with laws and regulations, and minimize potential for disputes.

  • Develop comments and proactively participate in tariff, stakeholder, trade association and other regulatory proceedings, including governance proceedings, to advance market rules and market design changes on behalf of PacifiCorp.

  • Provide direction and counsel to ensure the company is proactively working to create responsible market policy consistent with rules and regulations of the Federal Energy Regulatory Commission or other applicable governing body.

  • Maintain an understanding of transmission operations and a working knowledge of market-related issues for all market strategy and policy aspects.

  • Provide leadership and direction to management on the Core Principles related to transmission and market policy.

  • Coordinate with internal operational and finance groups to oversee, compile, file, and implement PacifiCorp’s transmission service rate schedules.

  • Lead the functional team; direct day-to-day activities, and provide advice and recommendations.

  • Provide input into team employee performance reviews. Flag performance and personnel issues for people manager resolution.

Requirements of the Transmission Policy Specialist

  • Bachelor’s degree in engineering, business, or equivalent education in power systems and electric utility business.

  • A minimum of seven years of directly related experience in electric utility wholesale power or delivery business.

  • Ability to effectively negotiate complex issues within large groups advancing PacifiCorp positions.

  • Detailed knowledge of power system operations and transmission system planning.

  • Demonstrated high level project management, interpersonal and leadership skills.

Requirements of the Senior Transmission Policy Director

In addition to the above, the requirements for the director position include the following:

  • Bachelor's Degree in law, engineering, business, economics, or other relevant field; or the equivalent combination of education and experience.

  • A minimum of ten years of related progressive work experience.

  • A minimum of three years’ experience in a supervisory or functional management role. Demonstrated creative skills to develop and negotiate solutions to complex problems with balanced outcomes.

  • Superior communication and interpersonal skills with the demonstrated ability to comprehend and communicate complex information accurately and understandably to technical and non-technical audiences.

  • Ability to establish and maintain good working relationships with business unit personnel, third party market operators, government agencies, trade groups, outside stakeholders, and others.

  • Superior writing skills, with the ability to read and summarize voluminous transmission and market-related tariff, regulatory and legislative proposals and prepare comments on behalf of the Company.

  • Management skills including the ability to establish objectives, develop and execute policy, direct and monitor resources, and recommend and oversee development or implementation of systems, programs, or processes.

  • Maintain mastery of knowledge of external business environment, laws, political climate and the Company's strategies, policies, practices, and procedures.

Preferences for the Transmission Policy Specialist

  • Master’s degree in engineering, business, or equivalent education in power systems and electric utility business.

  • Strong knowledge of the PacifiCorp transmission system both east and west side.

  • Detailed knowledge of national, western interconnection, and northwest transmission/wholesale power business issues, competitive situation, and utility structures including RTO and ISO business practices.

  • Specific knowledge of individual utilities and control areas within western interconnection, system topology, and western utility wholesale competitive information, issues.

  • Recognized, respected, influential leader well connected into transmission related forums in western interconnection, and able to develop and manage via "missionary management methods" collaborative and cohesive decision making external groups. Preferences for the director level positon include the following:

  • JD, MBA or similar advanced degree.

  • Economics undergraduate or advanced degree.

  • Advanced knowledge of transmission and markets including market design, operations, settlement functions, related laws and regulations.

  • Previous experience in the Western Electricity Coordinating Council area.

Knowledge of the utility industry, the political, economic, and social climates in which the Company operates
