Portland General Electric Technical Training Content Developer (Senior/Principal Level) in Portland, Oregon

Summary

The Integrated Operations Technical Training organization is uniquely situated between the Power, Risk and Grid Operations teams and has sight lines into each operation. This organizational structure allows the training staff to leverage knowledge of both grid and market operations to create a streamlined, reliable, and cost optimized technical training solution that ensures reliable operations.

The Operations Technical Training Content Developers create PGE specific, task-based, critical skills training content for transmission, distribution, balancing authority, cash, day-ahead, term and merchant risk operations. PGE technical training content developers provide transmission and merchant operations with a uniform, consistent, and up-to-date training development program based on the latest information from subject matter experts. We will be hiring two positions at either a Senior or Principal level and will be commensurate with experience.

Responsibilities :

Senior Level -

Collaboration Collaborates with technical training team, internal stakeholder clients, subject matter experts and other training teams to assess technical training project requirements, objectives, and creative direction; determines appropriate visual, content, and animated elements of projects; assesses time requirements for each task. Collaborates with technical training team and internal stakeholder clients to establish appropriate project timeline.

Coordinates with other teams and operations employees. May represent PGE in external operations training forums.

Training Content Development Utilizing experience and knowledge as a subject matter expert, collaborates with other subject matter experts to design and develop role-based training content for operations, systems, tools and simulation for PGE’s operations personnel to ensure reliable and compliant operations. Content development includes material for classroom trainings, computer-based trainings using Articulate Storyline or Adobe Captivate, and simulation exercises.

Partners closely with others to conduct training needs assessments to identify operations personnel skill/knowledge gaps and training objectives. Develops necessary training to support operations excellence.

Partners closely with other training groups to ensure consistent use of training best practices and methodology and alignment with departmental short- and long-term training plans.

May coordinate one or more channels from start to finish and/or may be assigned one or more client groups. Writes or edits content, develops format, reviews layout, secures needed reviews and publishes materials including SCORM compliant e-learning solutions. Coordinates distribution of training communication materials. Ensures training material, communications and approved templates align to brand concepts and standards. Typically works with managers and subject matter experts.

Instructional Content Design Leverages adult learning principles to gather information on learner needs for moderately complex performance issues (e.g., communication skills); designs learning objectives, solutions and measurement to address learner gaps; evaluates learning solution quality and makes recommendations for enhancements through multiple tools and channels.

Develops collateral and material for a full range of assignments/projects; maintains consistent use of technical training template guidelines; ensures technical training content knowledge applied to each project is accurate and meets applicable standards; stays abreast of and applies training products and training methodologies using a combination of adult learning techniques, creative trends and instructional design concepts.

Project Management Manages creative projects from concept to completion and provides highest-quality work with careful attention to detail, timeline and budgets; prioritizes tasks; ensures projects conform to PGE’s strategic direction, products, processes, customers, and overall marketplace.

Coordinates initiatives and projects to support employee and management development of technical skills through various channels. Utilize content development tools, learning management system platforms and internal resources to meet technical training needs. In collaboration with managers, technical training team, stakeholders, and other areas of HR, selects optimal training products or training methodologies using adult learning techniques and instructional design concepts.

Principal Level

Collaboration Assesses internal stakeholder clients’ needs based on their strategy/objectives and creative direction and advises and counsels them on the project elements, process and materials; incorporates and leverages industry best practices while maintaining alignment with stakeholder client and regulatory requirements; provides subject matter expertise to technical training team, stakeholder clients and other internal teams.

Coordinates with other teams and operations employees. Represents PGE in external operations training forums.

Proactively anticipates needs and designs content. May manage one or more channels from start to finish and/or may be assigned one or more client groups. Writes or edits content, develops format, reviews layout, secures needed reviews and publishes materials including SCORM compliant e-learning solutions. Coordinates distribution of training communication materials. Establish approved templates that are aligned with brand concepts and standards. Typically works with managers, senior managers, technical project teams and, in some cases, executives.

Instructional Content Design Leads needs assessment and the design and implementation of learning solutions for complex issues; uses models to design learning objectives, solutions and measurement to address learner gaps; evaluates learning solution quality and adapts; leverages multiple tools and channels.

Leads a team in developing collateral and material for a full range of assignments; develops and maintains consistent use technical training template guidelines; ensures technical training content knowledge applied to each project is accurate and meets applicable standards. Stays abreast of optimal training products and training methodologies using a combination of adult learning techniques, creative trends and instructional design concepts and ensures they are applied.

Project Management Leads or personally manages complex creative projects, ensuring the highest-quality work is produced with careful attention to detail, timeline and budgets; advises on and assists in creating and implementing marketing strategies and campaigns using print and digital marketing; ensures projects conform to PGE’s strategic direction, products, processes, customers and overall marketplace.

Leads initiatives and projects to support employee and management development of technical skills through various channels. Guide team in use of content development tools and learning management system platforms to select prime content training options for employees. In collaboration with managers, technical trainers, stakeholders, and other areas of HR, ensures optimal training products or training methodologies employed using adult learning techniques and instructional design concepts.

Project Process Controls Establishes and maintains formal controls to ensure proper management and monitoring of budget, scope, quality, schedule and risks across the portfolio of projects and overall program completion that is on time and within budget; negotiates project changes with project managers and project sponsors; maintains, adjusts and updates overall program plan as needed; researches and creates best practices for future smart grid systems of PGE, external customers and the utility industry.

Qualifications

Required:

Education: Bachelor’s degree in business, science, engineering, adult learning, instructional design, computer-based content development, technology or other related field or equivalent experience.

Experience:

Senior Level - Five or more years in training content development with at least two years of operational or technical training experience.

Principal Level - Eight or more years in training content development with at least three years of operational or technical training experience.

Preferred:

  • Progressive experience in the field of adult education in an operational environment.

  • Control room environment, shift work experience with a strong working knowledge of utility operations (transmission, distribution, balancing authority, EIM, merchant trading functions, etc.).
