Summary This Supervisory position is located in the Trading Floor Near Term Trading (PTFN) organization Trading Floor (PTF), Bulk Marketing (PT) and the Power Services (PS) business line of the Bonneville Power Administration (BPA). The purpose of this position is to serve as a technical expert and performance manager for the Trading Floor Near Term Trading group (PTFN). Responsibilities As a Supervisory Public Utilities Specialist, you will: Provide technical understanding, support, training and leadership to traders. Provide management direction and leadership in the planning, development, and administration of programs, policies, systems, and work processes. Provide management direction and leadership in the planning, development, and administration of the Canadian Entitlement Agreement (CEA). Lead agency and Trading Floor near-term and day-ahead policy implementation efforts. Provide oversight of near-term and long-term contract implementation in the day-ahead bilateral and CAISO markets. Interpret policies and support BPA stakeholder advocacy efforts in the evolution of bilateral and organized markets. Provide understanding, support, and leadership in administering the BPA equal employment opportunity program for all applicants and employees. Assign work to direct reports based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. First time supervisors will be required to serve a 1 year probationary period. This position is subject to FERC SOC non-discrimination rules and restrictions prohibiting disclosure of certain information to Power Merchant Function employees. Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC): The incumbent is required to have a working knowledge of the Federal Energy Regulatory Commission (FERC) Standards of Conduct (SOC) to ensure fair competition in the open access transmission market though compliance with its basic principles. The FERC SOC basic principles require BPA's Transmission Function employees and its affiliated Power Merchant Function employees to function independently and abide by non-discriminatory information access and prohibited disclosure regulations for transmission-related information that is not equally available to all customers. In addition, the incumbent is required to complete BPA's mandatory SOC training. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as: 1) Experience supervise/leading, performing, and coordinating customer facing contracting or analytical work associated with power sales agreements (e.g., generation, distribution, transmission), and 2) facilitating decision-making using the organization standard decision tools and processes and implementing those decisions once made. There is no substitution of education for experience at the GS-14 level. As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work), subject to such exceptions as required by law. If you are selected for this position, you will be required to be vaccinated against COVID-19 by November 22, 2021, or prior to onboarding, if hired after November 22, unless you request a legally required exception from this requirement. As part of onboarding, you will need to submit DOE's Certification of COVID-19 Vaccination for Prospective Federal Employees attesting to truthfulness that you are fully vaccinated by November 22, 2021, or prior to onboarding, if hired after November 22, 2021. Once onboard, you will then be required to provide proof of vaccination in DOE's MyEnergy system and certify the documentation you provide is true and correct under penalty of perjury. Providing a knowing and willful false statement on either DOE's COVID-19 Vaccination Form prior to starting or when providing proof of vaccination in DOE's MyEnergy system once onboard is punishable by fine and/or imprisonment (18 U.S.C. 1001) and will result in termination from Federal service.
