Staff/Senior Control Center Systems Engineer
Portland General Electric is looking for an individual with control systems experience who is excited about change and interested in learning new technology to become part of a team working to enable the clean energy future our customers want. As a Control System Engineer, you will be part of a collaborative team ensuring the energy management system (EMS) operates well. Initially, this role will be based at PGE’s downtown Portland location. In early 2022, the System Control Center will move to PGE’s Tualatin-based Integrated Operations Center, a new state-of-the-art facility, which centralizes key operations and functions in buildings designed for enhanced resilience against seismic, cyber and physical security risks.
The responsibilities could include:
Maintains currency in state-of-the art engineering practices and discerns need for and provides guidance and direction on engineering processes and standards to colleagues.
Follows changes in process control, data communication and regulatory standards [e.g., Telecommunications Industry Association (serial communications, ethernet), International Electrotechnical Commission, Institute of Electrical and Electronics Engineers] and applicable regulatory requirements; advises on applicability of those standards across the organization.
Follows changes in Supervisory Control and Data Acquisition (SCADA) standards and SCADA Protocols IEEE 1815-DNP3 and ICCP–IEC 60870-6/TASE.2 and advises on applicability of those standards across the organization. Thorough knowledge of IEC61850, CIM-Common Information Model.
Develops new control system architectures and standards.
Develops and maintains procedures and process to correctly utilize EMS, as well as Distribution Management System (DMS) and other Control Center systems and applications; drives projects to improve efficiencies in the existing Control Center processes; investigates and advances technology used in the Control Center as it pertains to Control Center systems and applications; assesses the impact of new compliance requirements on existing Control Center systems, processes and procedures.
Actively coordinates with other internal/external team members on complex projects, representing the team to internal and external stakeholders (i.e., regulatory, technical society, etc.).
Actively leads in storm restoration efforts by working with Coordinated Dispatch group and the Incident Command System (ICS) team; works with the North American Electric Reliability Corporation (NERC) Compliance team in investigating potential compliance violations. Manages and coordinates large Control Center projects.
Actively advances knowledge management of the enterprise and provides mentoring; participates in professional societies and technical committees and may assist with code/standard authoring; is externally recognized in the industry as a technical expert; reviews engineering work, resolves resource conflicts and identifies training needs.
Trains junior engineers, field technicians and other departments.
Both levels : The ideal individual will have a bachelor’s degree in engineering from an ABET – accredited engineering program or program accredited by and equivalent agency. Experience with Open Systems International’s (OSI’s) EMS/DMS Platform or similar application suite and OSI Soft PI Data Historian is highly desired. A PE license will be preferred.
For the staff level : Typically eight or more years in related field and relevant work experience specifically related to the daily operations of the distribution grid and/or relevant electric utility control center DMS or SCADA related fields. .
For the senior level : Typically, ten or more years experience in a related field and relevant work experience specifically related to the daily operations of the distribution grid and/or relevant electric utility control center DMS or SCADA related fields.
