General Purpose

Conducts analysis through research, gathering and interpretation of data, development of alternatives and recommendations. Presents analysis and recommendations to management and may implement selected alternative. Analyses include, but are not limited to, feasibility studies, cost/benefit analysis, trending/forecasting, financial analysis, and budget analysis and reporting. Research and determine ownership of assets and appropriate rate schedules. Participate in further development of department software and data accuracy. Assist operations and customers regarding inquiries of street and area lighting accounts. Support Line Service Agreement contractors doing work on behalf of the department. Perform field audits of assets, as requested.


  • Prepare key managerial performance reports for the organization.

  • Perform complex assignments lacking precedent and requiring creativity.

  • Serve as a subject matter expert and provide training and communication of changes in policies and procedures.

  • Improve and maintain street light asset data; to include reconciliation with other data sources.

  • Provide advice or functional direction, and assume a lead role in the work group.

  • Perform audits and inquiries; assess business issues and risks within the organization.

  • Research and analyze complex data.

  • Analyze and compare actual project costs to authorized business costs.

  • Report on performance and develop alternatives and recommendations for improvement to management.

  • Lead implementation of selected alternative to various analysis projects.

  • Support Line Service Agreement contract crews and project coordination.

  • Assist with work order life-cycle – creation, dispatch, field progress and closing.

  • Process contracts and contractor invoices.

  • Provide accounting support for accruals, accounts payable, and street light customer


  • Bachelor's degree in Accounting, Business Administration, Finance or other applicable fields; or an equivalent combination of education and experience.

  • A minimum of five years of directly related experience in gathering, analysis, interpretation, trending, forecasting, and modeling skills.

  • Working knowledge of SAP and other in-house software platforms.Strong understanding of company capitalization policy.

  • Project management skills including project leadership, task identification, scheduling, and cost/expenditure identification.

  • Proficient with the use of personal computers including spreadsheet, database, word processing, and presentation applications to gather, analyze, and model information.

  • Communication and interpersonal skills including the ability to consult with internal and external customers regarding matters/issues which may be sensitive and complex in nature.

  • Ability to work with all levels of an organization including people with different styles and backgrounds; ability to work as a member of a team; ability to present alternatives and recommendations.

  • Knowledge of applicable company policies and procedures; applicable federal, state, and local governmental laws and regulations.

  • Ability to present alternatives and recommendations.

  • Teamwork skills to negotiate with and influence peers and management on policy and strategic issues.

  • Ability to handle small pieces of data with accuracy and focus.

  • Proven problem solving skills.


  • Knowledge and understanding of the electric utility industry, specifically street lighting and its regulatory and operating environments.

  • Understanding of project life cycles.

  • Understanding of FERC requirements.

  • Familiar with both Pacific and Rocky Mountain Power regions.
