Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T & D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 14 million residents via SCE’s 5 million customer accounts.
The Project Engineer will be in the Project Engineering division within the Major Projects Organization in Transmission and Distribution organization. This position will coordinate all technical aspects of the project, operate in risk space, integrate significant technical information and make decisions in the role of chief technical advisor to the Project Manager (PM) on a project. The Project Engineer will ensure that all technical project scope elements are consistent with the project objective for major bulk power transmission / substation projects inside the regulated utility, including in-territory competitive FERC Order 1000 bids, review and advise on contract deliverables, resolve emerging technical issues, and provide risk informed oversight into the technical aspects of projects. The Project Engineer (PE) owns management of all technical risks over the project lifecycle. As such the PE is responsible for driving the value engineering in the project definition and scoping phase of the project. Technical leadership is a key operative in this job function and he/she may perform other duties and responsibilities as assigned.
Responsibilities may include:
Developand/or coordinate development of bid documentation and project specificationsusing EPC, EPCm, DBB or other (hybrid) project execution models for major projects
Leadthe review of technical bid evaluation for different project execution modelsand assist the PM in the development of contract
Advisethe PM on disposition of contractor change orders and claims, from a technicalperspective
Managethe progress of engineering commitments to ensure successful project completion
Developscope, schedule and budget for work packages as assigned and directed by theProject Managers
Coordinatewith Project Managers, Procurement and Construction groups and/or EPCcontractor for successful completion of the projects
EnsureSafety, Environmental, Quality Assurance and Quality Control on assignedprojects
Managesupport during the construction phase of the project by responding to sitequeries, arranging appropriate resources and making decisions on technicalissues.
Supportvalue engineering efforts to improve cost effectiveness of major projects
Bachelor’sDegree in Engineering, or related technical discipline
7years combined experience in managing then engineering and design of majorTransmission & Distribution infrastructure projects through the lifecycleof the project from inception through licensing and implementation.
Master’s degree in engineering or technicaldiscipline,
Certification in Project Management
Registered Professional Engineer in the State ofCalifornia, preferred.
Typically possesses at least 10 yearsengineering, construction, project management and/or operations experience inTransmission and Distribution.
Typically possesses at least 3 yearsof experience in lump sum turnkey EPC contracting - creditable experience mayinclude prior roles as owner's or contractor's project manager, projectengineer or as an Owner's Engineer.
Demonstrated experience managing or supervisingtransmission and substation major project work ranging from electrical, civil, structural,apparatus, protection, planning, telecommunication, and geotechnicalcomponents.
Demonstrated experience understanding andevaluating input from subject matter experts in these areas as well as businessdrivers and constraints (including business/licensing risk, cost and schedule).
Demonstrated experience developing and/orcoordinating development of the technical scope of work for each stage of aproject (concept, licensing, execution, and turn over to operation) for anoutsourced EPC/EPCm or a DBB project execution model.
Demonstratedexperience leading the review of EPC contract technical deliverables, carefullybalancing the need to provide comments to the contractor to ensurespecification requirements are met versus providing direction that could exposeSCE to risks that would otherwise reside with the contractor.
Demonstrated experience in utilityregulation and licensing in CA including environmental permitting andmonitoring.
Proficiency with MS Office suite (Word, Excel,and PowerPoint)
Excellent written and oral communications skills
Candidatesfor this position must be legally authorized to work directly as employees forany employer in the United States without visa sponsorship.
Positionwill require traveling and being out in the field throughout the SCEservice territory.
Thisposition has been identified as a NERC/CIP impacted position - Prior to beinghired, the successful candidate must pass a Personnel Risk Assessment (PRA) orBackground Investigation. Once hired, the candidate must completespecified training prior to gaining un-escorted access to assigned worklocation and performing necessary job duties.
