Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T & D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 14 million residents via SCE’s 5 million customer accounts.

Position Overview

The Manager of Substation Construction Quality Control is a challenging position managing a group of technical experts in the field of substation design and construction, actively supporting all Capital construction projects throughout the Edison service territory.

The Substation Construction Quality Control team supports multiple departments including Major Projects (MPO), Engineering, and Standards, and participates in a variety of activities from project concept through to closure. QC team members perform their duties in office/conference environments, construction site visits, vendor/supplier visits, and periodic travel throughout the nation.

As a primary representative of the Substation Construction department, the position requires extensive substation construction knowledge including design criteria and end user functionality. The position is often viewed as a bridge between the Engineering and Construction departments, and a direct path for Construction issue resolution.

Responsibilities may include:

  • Responsible for team member safety, development, performance, training, facility access, security, computer equipment/access, travel/expenses

  • Determines staffing and resource needs

  • Development of quality audit plans, audit process

  • Manages purchase orders for third party service for concrete testing, soils compaction, Deputy Inspection, document review and storage

  • Responsible for Technical Review and Performance Review of new contractors

  • Manage Construction Issue Report (CIR) process, and facilitate Non Conformance Report Review Team (NRT)

  • Manage Transformer & Oil Filled Electrical Equipment (TOFEE) process of evaluating/handling retired substation equipment

  • Responsible for supporting the management, development, and implementation of projects by directing the analysis, design, construction, demonstration, evaluation, and satisfaction of regulatory requirements of projects/products


Minimum Qualifications

  • Five or more years of experience managing, supervising, or leading an organization, unit, or teams.

  • Five or more years of experience in substation construction and/or substation engineering.

  • Must have experience with substation equipment, applications and philosophy.

  • U.S.validDriver’s license.

Desired Qualifications

  • Bachelor Degree in applicable profession, business, or technical discipline

  • Demonstrated experience collecting, analyzing, and processing data using multiple databases, systems and/or spreadsheets.

  • Experience managing large cross-functional teams to address strategic issues.

  • Demonstrated knowledge of technical disciplines and procedures relating to substation design, automation systems, construction, maintenance and operations.

  • Demonstrated ability to effectively communicate technical information, both orally and in writing, to technical and non-technical personnel.

  • Demonstrated ability to plan, organize, coordinate, and schedule multiple tasks with minimal supervision and adjust to changing priorities.

  • Work extended hours, weekends and hours outside of the regular work schedule in support of compliance and/or regulatory deadlines.

  • Familiarity with various regulatory bodies, including but not limited to FERC, NERC, WECC, CPUC, and CAISO.

  • Demonstrate the ability to integrate work across relevant areas, develop the business and services to enhance customer satisfaction and productivity, manage risks appropriately, develop and execute business plans, manage information, and provide exceptional service to internal and external customers.

  • Demonstrate effective resource and project planning, decision making, results delivery, team building, and the ability to stay current with relevant technology and innovation.

  • Demonstrate strong ethics, influence and negotiation, leadership, interpersonal skills, communication, and the ability to effectively manage stress and engage in continuous learning

  • Demonstrated experience using Microsoft Word, Excel, PowerPoint and Visio

  • Demonstrated ability to follow Edison safety protocols and safe work practices


  • Candidates for this position must be legally authorized to work directly as employees for any employer in the United States without visa sponsorship.

  • Position will require 30% traveling and being out in the field throughout the SCE service territory.

  • This position has been identified as a NERC/CIP impacted position - Prior to being hired, the successful candidate must pass a Personnel Risk Assessment (PRA) or Background Investigation.Once hired, the candidate must complete specified training prior to gaining un-escorted access to assigned work location and performing necessary job duties.
