About Transmission and Distribution

Southern California Edison’s (SCE's) Transmission and Distribution Organizational Unit (T&D) is responsible for planning, engineering, constructing, operating, and maintaining transmission and distribution facilities throughout the 50,000-square-mile territory. T&D is the steward of roughly $19 billion in assets that safely and reliably deliver electricity to 14 million residents via SCE’s 5 million customer accounts.

Position overview

The Land Services Agent (Agent) will report to the Land Managementleader within the Real Properties organization of the Transmission and Distribution (TD) group. The Agent manages SCE's real property rights which may include licensing, consents, grant outs, encroachments and relocation transactions. This position works closely with TD, Customer Service (Local Public Affairs & Business Customer Division), Law and other departments to ensure SCE's right of way corridors are managed in compliance with Company policies. This position represents the company as a primary contact in property management and/or transactions involving projects. Project types may include: encroachments, leases, licenses, permits, grant-outs, acquisitions, quitclaims, and consents for third party development. The

Agent participates in and may direct the development, negotiation, and administration of non-standard contracts/agreements involving company-owned real property assets, rights-of-way, land use, and easements.

Responsibilities may include:

  • Negotiates contractual terms and conditions related to encroachments, affecting company transmission, distribution and communication facilities.

  • Interprets contract provisions and resolves preliminary disputes with both internal and external stakeholders.

  • Prepares cost estimates, contracts and other land related documents and agreements, in addition to other written correspondence such as letter, memos, and meeting minutes.

  • Reviews requests by property owners, developers, existing and potential Licensee's, and other third parties to ensure adherence to department's current Land Use Policy and to obtain necessary internal department approvals.

  • Gathers documents, analyzes, and draws conclusions on collected data and information after considering alternatives through independent research and analysis.

  • Acts as subject matter expert and provides technical guidance to other employees and related business units.

  • Performs site inspections/evaluations, participates in both office and field meetings, addressing billing and invoicing with internal and external clients.

  • Creates and maintains records, logs, documents, files, or databases for use in monitoring, tracking, and trending program/project costs, resources, schedules, and status.

  • Ensures information and data entry for all systems, time sheets, expense reports, information requests, discipline reports, etc. are completed accurately and on-time.

  • Maintains current and accurate project files and records.

  • Performs other responsibilities and duties as assigned.

Qualifications

Minimum qualifications

  • Three or more years of experience in Right of Way, Civil Engineering, Property Management, Title, a Law Firm, Contract Management, and/or experience as a Utility Coordinator.

  • Possesses a valid driver's license.

Desired qualifications

  • Conducted negotiations, including but not limited to complex contractual terms and conditions for agreements such as licenses, consents, and/or easement acquisition.

  • Bachelor’s degree in Business, Law, Real Estate, or related field, or an equivalent combination of education, training, and experience is usually the typical educational expectation for this job.

  • Handled encroachments, leases, licenses, permits, easements, and/or consents for third party development.

  • Demonstrated strong command of written language communication, including for emails, research memos and otherwritten work product.

  • Demonstrated experience with complex contractual terms and conditions for contracts such as licenses and consents related to utility right of ways and/or real property.

  • Consulted on real property issues, including gathering and analyzing information, independently identifying client needs, developing action plans, and presenting recommendations.

  • Handled politically sensitive situations, facilitating meetings and presentations, and negotiating with both internal and external stakeholders at all levels.

  • Demonstrated strong analytical and problem solving abilities including effective time management skills.

  • Managed multiple reports with a high level of accuracy and with minimal supervision involvement.

  • Provided exceptional service to internal/external customers and effectively communicate both orally and in writing.

  • Demonstrated experience researching, analyzing, drawing conclusions, and solutions for moderate to complex problems.

  • Demonstrated experience completing projects with various deadlines and making work flow adjustments to meet changing conditions and priorities.

  • Deciphered maps, including but not limited to land plots and land development plans such as grading plans, street improvement plans, plot plans, Thomas Guides, Google Earth, and/or Land Vision.

  • Plotted and/or prepared general legal descriptions, which may include both sectional and metes and bounds descriptions.

  • Demonstrated experience working on multiple projects concurrently.

  • Demonstrated experience with utility right-of-way negotiations.

  • Performed site inspections/evaluations.

  • Microsoft Word, Excel, PowerPoint, Access, and SAP.

  • Real Estate Certificate.

Comments

  • Candidates for this position must be legally authorized to work directly as employees for any employer in the United States without visa sponsorship.

  • Position requires up to 50% traveling to various site locations on a frequent basis using a personal vehicle when company vehicle is not available and being out in the field throughout the SCE service territory.

  • Additional testing may be administered as part of the selection process for this position.
