Overall Purpose:

Responsible for daily IT operations providing support for DLC’s advanced metering solutions and various other operations applications. Leads and participates in project, systems analysis, configuration, integration, and enhancement activities, as well as activities related to maintenance and support. Involved in multiple projects, some of which may be complex in nature.

Job Responsibilities:

  • Participating in project planning sessions with clients, business analysts, and team members to analyze requirements and provide design recommendations. Defining and developing the project scope of multiple projects with assistance from the project team. Assessing/developing recommendations for buy vs. build decisions.

  • Directing or assisting DLC in developing internal solutions and implementing 3 rd party solutions.

  • Coordinating with cross-functional teams (e.g. IT applications, IT infrastructure, IT telecom, Customer Service etc.) to develop plans and end-to-end solutions.

  • Providing design recommendations, developing application and custom integration solutions including major enhancements and interfaces. Responsible for writing specifications.

  • Serving as a project lead

  • Translating business and technical requirements into cross-functional business application systems and business processes. Utilizing multiple programming languages and software technologies. Acting as an industry class expert in a particular technical discipline.

  • Preparing and presenting status updates for various projects to all levels of the organization.

  • Making complex modifications to existing software applications and modules in accordance with high level specifications and industry standards using disciplined software development processes.

  • Implementing cross functional systems which have been developed or modified, ensuring system meets needs of client and business.

  • Providing ongoing maintenance of applications or tools Handling Tier II and Tier III support issues (tickets) within area of expertise. Guides root cause investigations.

  • Represents DLC and participates in industry forums and user groups. Supervisory: Lead, coach, and mentor a team of System and Software Analysts. Responsibilities include assigning tasks, resource and project scheduling, performance management, 1-1s, etc. Education/Experience Requirements: Roles at this level require industry specific experience. Roles at this level typically require a university / college degree. With 7+ years of relevant experience. Certifications are often desired Preferred: Bachelor’s degree in a computer science, telecommunications or related field. Strong analytical and problem-solving skills. (Equivalent experience/certifications/degrees will be taken into consideration in lieu of specific requirements.) A Master’s of Science in IT, with supporting conflict management and leadership experience. Strong interpersonal and leadership skills with experience managing technical teams. Effective communication and organizational skills, and the ability to exhibit sound judgment and express verbal and written information effectively. Project, work management, SDLC/ITIL and technical coding skills (SQL, Python, PERL, shell scripting, Oracle DB, Azure DevOps/AD, SOAP/Rest web services, JMS queues, and SFTP) Electric utility metering, and/or operations experience: Relevant hands-on meter metrology experience. Hands-on experience with automated meter processes and meter data Experience with ITRON products. Strong use of MS Word, MS PowerPoint, MS Excel, MS Visio. Able to effectively prioritize and execute tasks in a high-pressure environment with aggressive project timeframes. Experience working in a team-oriented, collaborative environment. Scope: Primary focus is on daily deliverables, outputs and reporting. Accountable for managing teams time and work flow. Responsibilities are generally tactical in nature and work is typically of moderate to complex in nature requiring the incumbent to draw on previous knowledge to perform role. Continues to build knowledge base but has a solid foundation to act independently most of the time. Still draws on experts and managers for strategic direction when needed but not frequently.
