Director of Technical Services - Information Services Department
Director of Technical Services - Information Services provides departmental leadership, vision and direction for technology and telecommunications systems, develops and implements guidelines, policies and procedures to ensure high availability (24x7x365) and reliability for system security and data integrity. The incumbent works closely with business customers, colleagues, and other stakeholders to identify and maximize opportunities to utilize technology to improve business processes, promote the strategic use of information technology and enable the workforce to use technology. Ensures compliance with corporate & departmental processes, procedures and schedules.
Technology Services Management
Oversee all projects within the technical infrastructure domain and provides technical guidance to the entire corporation on IS-related business and technology issues including but not limited to:
Procurement, deployment, maintenance, support and upgrade of all telecommunications, network and computing equipment.
Establishment of business literacy and understanding of business processes in the Technical Services group.
The development of corporate standards for computing, networking and telecommunications that guarantee compatibility and integration of solutions throughout the company.
Manage the design, development, release and maintenance of on-premise and cloud technology systems and services for enterprise-wide business functions.
Maintain current knowledge of new technologies and platforms in order to advocate the effective application of technology to meet business needs throughout PGW.
Execution of Disaster Recovery and Business Continuity initiatives developed by subordinate managers, ensuring plans are well designed, comprehensive, within budget and promotes best practices with regard to information security and disaster recovery for all employees.
Supervise managers as well as other professional and non-exempt employees responsible for the day-to-day operational planning and tasks related to assigned area; assesses subordinate needs, monitors performance, sets goals, evaluates and disciplines as necessary ensuring subordinates are well equipped to meet and/or exceed job expectations.
Ensure subordinate managers are properly trained and adhere to company policies, practices and procedures including collective bargaining agreement; oversees decisions made on disciplinary matters, employee grievances, and other problems with employees, supervisor, and (when applicable), union representatives.
Finance & Accounting
Develop the operating and capital budgets for assigned unit and prepares final budget recommendations with variance explanations and metrics to the VP & CIO for submission to Finance and Executive Staff.
Develop appropriate tracking systems for maintaining control of unit expenditures for standard work needs and special project coordination. Allocates project budgets consistent with PGW’s strategic operating plans.
Develop justification for all capital projects and for all monthly variances for the operating budget.
Other Related Functions
Ensure all unit projects align with PGW and IS Strategic Plans; works with IS Senior Team to develop, monitor and maintain systems that ensure alignment throughout implementation of the project. Anticipates and identifies issues inhibiting the attainment of project goals to develop and implement corrective action.
Perform other special projects and assignments as directed.
Bachelor’s degree in Business, Management, Computer Science, Information Services or related area of study
7 to 10 years and knowledge in computing architectures, telecommunications systems and implementation of networked computing structures
Knowledge of general office practices including but not limited to finance management, team building, strategic planning, relationship management, leadership and resource management.
Must be a skilled leader with the ability to establish and maintain a high level of customer trust and confidence in the departments, build a quality team-oriented customer focused professional staff in tune with the client’s business needs.
Must be able to design, develop, implement and maintenance multiple applications using a variety of hardware platforms.
Knowledge of risk assessment procedures, policy formation, role-based authorization methodologies, authentication technologies, and security attack pathologies.
