About the Opportunity

This is an open position with Penelec, a subsidiary of FirstEnergy Corp. [PN]

This job is responsible for the regulatory reporting and inspection work for the Distribution function of the Company.

PROFICIENCY (Level I): Employees are in a learning curve with minimal experience, acquiring new skills and basic discipline-specific knowledge; requires direct supervision and assistance.

Standardized Summary of Responsibilities: Regulatory

  • Demonstrate and direct a solid commitment to all aspects of safety.

  • Assist in planning and scheduling ESSS inspection activities annually.

  • Initiate follow up work for repairs needed in SAP (DX notifications) and release to CREWS.

  • Create and send repair packets to the appropriate Line Shop Planner.

  • Enter M3 repairs completed during ESSS inspections on the SAP order number.

  • Work with the Line Shops on repair work requests.

  • Utilize GIS/Gatekeeper Distribution Line Inspections (DLI) software reports to review progress of inspections by site and units for ESSS automated inspections performed with TOUGHBOOK tool.

  • Assist in providing monthly/annual reporting to the Operating Company Management and Corporate Regulatory Group on the ESSS Program.

  • Assist in PUC desk audits of the ESSS Inspection Programs.

  • Assist in coordination of ESSS Inspection Program audits performed by the Corporate Internal Auditing Group or Corporate Operations Services Groups.

  • Follow up on concerns and issues discovered in the course of ESSS activities. Provide support to Line Shop Supervisors and Planners with ESSS responsibilities to help ensure that all Operating Company, Corporate Regulatory, and PUC requirements are met.

  • Assist in the creation of processes (flow charting) and supporting documentation (manuals and charts).

  • Create new processes to integrate ESSS inspection/repair activities with other on-going Operating Company activities as necessary.

  • Analyze and identify required follow up repairs from the ESSS Inspections performed by the Line Shops.

  • Track and monitor all repairs for each line shop.

  • Update recloser records and address missing/incorrect information in SAP and GIS following ESSS inspections.

  • Retain all ESSS inspection records and documentation for durations as specified by the PUC.

  • Follow up with Mapping and Records group on any required GIS changes resulting from ESSS inspection activities.

  • Assist in the preparation of regulatory commitment report and monthly/quarterly reports for DOE and PUC.

  • Create data for contractors to use when inspecting poles, audit contractor reports and update records as required.

  • Assist in performing regulated PUC-driven ESSS circuit inspections.

  • Assist in reviewing assessment lists for UNG equipment to be inspected.

  • Monitor, track and report data (i.e., ESSS, Osmose, and PUC audit repairs).

  • Assist in performing circuit inspections and patrols for maintenance programs, condition work, proposed projects, and AEC/regulatory required projects.

  • Provide assistance during emergencies and storm-related activities and travel to various off-site locations as well as FirstEnergy office locations, training facilities and customer sites, when requested.

  • Attend all required regulatory training.

Bachelor’s degree in Engineering Technology or related discipline

0-1 years of related work experience

Associate’s degree in Engineering Technology or related discipline

2-3 years of related work experience

High School Diploma (or GED)

4+ years of related work experience

*Note: Related work experience is knowledge of construction and maintenance practices, procedures, work methods, materials, equipment and tools which would be used to determine the resources necessary to perform construction and maintenance work activities.

  • Gain knowledge of National Electric Safety Code (NESC) and National Electric Code (NEC).

  • Gain an understanding of the Company’s Accident Prevention Handbook and Manual of Operations and practical application in the workplace.

  • Interpret work requests, engineering drawings, schematics, equipment instruction manuals and procedures to aid in the development of accurate work plans.

  • Gain knowledge of:

  • The purpose, function, and operating characteristics of equipment, and residential, commercial, and utility electrical distribution and control systems

  • Construction methods, maintenance practices, service practices, standards and procedures

  • Procedures and processes for the acquisition of materials, equipment and tools

  • Understand and effectively apply legal and regulatory requirements as appropriate.

  • Develop, collect, organize, and analyze information from a variety of sources to develop reports and provide information on backlog and productivity.

  • Professionalism to work with engineer and management personnel, as well as interface and work cooperatively with customers, contractors and the general public, in a courteous manner that demonstrates FirstEnergy’s rules of engagement.

  • Maintain strong working relationships at all levels.

  • Self-motivated and able to multi-task with competing priorities.

  • Provide quality customer service, both internally and externally.

  • Possess solid verbal and written communication skills.

  • Gain experience with PC software applications including Microsoft Office (Word, Excel, Access, PowerPoint, etc.), Outlook, SAP, geographical information system (GIS), customer request work scheduling (CREWS), power outage reporting system (PowerOn), computer-aided drafting (CAD/AutoCAD) and Energy Delivery Outage Application is preferred. Experience with database query tools (Hyperion/BRIO, Business Explorer Analyzer (BEX), Cognos) and experience using Visual Basic is a plus.

  • Must have a personal vehicle to commute to various facilities and locations as required, possessing a valid driver’s license.
