OPPD is seeking a strong leader of people to join our Building Services team. The ideal candidate will have a mix of strong leadership and technical design and construction abilities.

Lead the Building Design and Construction (BD&C) department to deliver complex planning, design and construction projects for OPPD facilities. Manages construction project managers and design staff, providing accountability for the design, ongoing management, and continuous operational excellence. Accountable for the identification and development of effective talent, vended relationships, products/services, policies, procedures and/or systems to meet and/or exceed assigned departmental objectives and role specific Key Accountabilities (KA’s). Represent BD&C across OPPD collaborating with business partners to support the integration and adoption of policies, services level agreements, cross-functional expectations and overarching BTBS strategic objectives. Interact with peers across OPPD to identify and collaborate on initiatives to strengthen OPPD as an industry leader, best place to work, employer of choice, and a community partner.

  1. Management of People: Build and maintain a competent/capable team of staff in alignment with OPPD’s Accountable Management System (AMS) guidelines.
  • Effectively apply OPPD’s Managerial Leadership Practices.

  • Develop and implement Individual Development Plans (IDPs) for all direct reports targeting: specific performance gaps necessary to fulfill the work of the Role, any currently assigned Key Accountabilities (KAs), or any special assignments designed to enhance the effectiveness of Role, Department, Division, etc.

  • Develop and maintain a set of staff performance metrics.

  • Reinforce, monitor and hold subordinate managers accountable for the effective application of OPPD’s Manager Leadership Practices.

  1. Functional Planning & Execution: Accountable to develop and implement plans and programs (1-2 years in scope) to achieve OPPD and BTBS strategic objectives and to deliver desired outputs/assigned KAs of the BD&C department.
  • Identify, or partner with a third party vendor/consultant, to develop a building asset portfolio that will inform how we determine to invest, divest or lease our buildings incorporating a five to thirty year perspective.

  • Oversee the design and integration of programs that address building environment/ergonomic needs for all buildings.

  • Identify budget requirements for major capital repairs across OPPD’s portfolio

  • Collaborates with Project Management Office (PMO) to create a methodology that utilizes those documents and processes that are applicable to projects within BD&C ensuring consistency of project status reporting, documentation, and management.

  • Provide feedback to PMO to ensure continuous improvement of project management.

  • Ensures the creation of project initiation documents for contracted projects including project performance plans and vendor partner scorecards

  • Delegate and assign project staff for several simultaneous construction efforts.

  • Develop and deliver executive level reporting on status of projects, services and utilization of budgets and other resources.

  • Conducts periodic project team meetings with staff and subcontractors to coordinate design development with various discipline groups and ensures safety and quality requirements are being met

  • Lead the design, integration and ownership of all end-to-end processes, policies, and practices utilized within assigned scope of control.

  • Partner with BTBS Demand Management to establish and execute an on-going prioritization process for team consistent with OPPD’s business objectives, policies, metrics, and strategies.

  • Engage with Construction Project Managers and other team members to influence decisions and outcome alignment with strategic direction. (As Needed/Required)

  • Develop and maintain a set performance metrics (Past vs. Present and Predictive). Monitor, adjust as needed, track, and develop executive reporting and analysis as scheduled.



  • BS degree architecture, engineering, or related discipline with courses in environmental, industrial, structural, electrical and foundation engineering.

  • 15+ years of technical/engineering/construction experience in projects of varied complexity and size.

  • 8+ years as a supervisor/manager over technical construction staff.

  • Comprehensive knowledge of the principles and practices of design and construction project management, environmental engineering and associated organizational management systems.

  • Experience in leading multiple project construction managers in office, commercial, and industrial projects including construction requirements, interior design, mechanical, electrical, and environmental components.

  • Budget management including oversight of annual fiscal management of projects and ability to forecast expenditures in a rolling time frame of five years.

  • Proven work experience developing and maintaining positive working relationships with vendor partners.

  • Collegial and common sense leadership.

  • Confidence and ability to interact with all levels of employees and vendors.

  • Strong interpersonal skills, demonstrated responsiveness and responsibility.

  • Excellent verbal, writing and graphical skills.


  • CM (Construction Manager) certification.

  • Professional Engineer (PE) certification.

  • LEED (Leadership in Energy and Environmental Design) Certification.

  • Masters of higher degree.
