The Lead Application Engineer provides technical designs and systems engineering for Application delivery. The Lead Application Engineer, in partnership with architecture, sets the direction and plans the roadmap for Application delivery. The Lead Application Engineer will also provides mentoring and technical direction for personnel that plan, design, implement and support the application delivery discipline. As a Lead Application Engineer, the incumbent need to be able to combine technical design skills and strong engineering expertise with broad business knowledge to successfully develop and implement Application delivery solutions that enable Business Technology objectives and OPPD Business Partner initiatives.

Solution Design and Engineering: Collaborate with stakeholders to analyze current state environments, identify solutions to existing issues and/or design new technology solutions

  • Assignments would typically require operating with independent discretion for periods ranging from 6-12 months

  • Engineers and/or approves technical solution designs of the highest domain complexity to ensure alignment across the department and Enterprise Architecture

  • Responsible for the development and ongoing management of technology roadmaps across the Application delivery. Provide thought leadership and assist the department manager in the creating of technical roadmaps and BU strategic plans

  • Develop and/or approve design principles, frameworks, models, standards, procedures and processes based on industry best practices and solution requirements

  • Identify Application delivery best-practices both internal and external to OPPD. Support key stakeholders to ensure that those best practices are implemented into the District's technology environment

  • Provide SME and coordination of technology selections and design approval for application delivery to support evolving business needs

  • Analyze technical needs, requirements, and state of the Application delivery infrastructure design, integration, and operations which include procurement activities, engineering analysis, quality evaluations and consideration of outsourcing or vended solutions

    Systems Management: Guides the execution and performance of technology solutions within Application delivery, ensuring functionality and effectiveness of systems, applications, programs and/or infrastructure.

  • Guides the establishment and execution of lifecycle management and maintenance programs within Application delivery, including preventative and reactive maintenance

  • Ensure configuration standards, procedures and operational system parameters are developed, documented and implemented

    Operations Support: Provides key insights in the development of service level agreements, acts as the consultative role for non-standard requests and supports incident management troubleshooting efforts as an escalation point for incidents of the highest complexity.

  • Perform the role of SME for the high-risk and/or high complexity system changes in alignment with Change Management

  • Lead complex support and troubleshooting efforts as needed

    Technical leadership: Ensure execution of work regarding scope, and quality is properly aligned with the strategic and architectural directions.

  • Communicate all concepts and guidelines successfully to the Application delivery team

  • Consult on projects to ensure alignment with technical direction, Application delivery standards and solutions

  • Provide technical guidance and coaching to members of the Application delivery team

  • Collaborate across the organization towards OPPD goals and objectives

  • Approve final product before launch by ensuring all requirements of quality, security, modifiability, extensibility, etc are met

    Qualifications

    Required:

    • A bachelor's degree in Computer Science, Management Information Systems, Engineering, Mathematics, or related field, and a minimum of six (6) years of experience in an equivalent role, OR 10+ years of experience with design, configuration and operation of an enterprise-class environment
  • A minimum of three (3) years of experience in an equivalent technical lead role

  • Demonstrate the ability to perform research and evaluate the ongoing changes in technology and continued evaluation of best practices in support of application delivery

  • Above average oral and written communications skills that enable the incumbent to communicate with both the technical and management staff

  • Expert-level knowledge and implementation of complex, enterprise-scale applications, including but not limited to software design, API design, development and lifecycle management, middleware, security, database, cloud, identity management, CI/CD, SDLC, lean and process improvement

  • Advanced level of proficiency using Java, C#, Groovy, PowerShell, Oracle People Code, or other development and scripting languages and frameworks

  • Advanced Jira, Confluence, BitBucket

  • Experience working in a mixed Agile/Waterfall environment

    Desired:

    • Familiar with Oracle PeopleSoft, Oracle Customer Care And Billing, or other Enterprise and Utility specific applications.
  • Familiar with Architectural frameworks or standard such as TOGAF

    Salary Grade: S6

    Minimum: $96,704

    Midpoint: $120,880
