The Contract Specialist is responsible for the development, definition, preparation, negotiation and execution of contracting strategy and contracts for goods and services. In addition, the incumbent in this position is responsible to assure that procurements are made according to OPPD policies, applicable state statutes, business needs, quality standards, design specifications, cost limits and delivery schedules. The Contract Specialist takes the lead in assessing, mitigating and considering supply chain risk in the sourcing and contracting process. This role has responsibility for collaborating with the Category Manager, other members of the category team and the business to manage contracts and required changes throughout the contract lifecycle. This position also serves in the capacity of issuing purchase orders as needed, based on workload and demand.

Collaborate with BU leadership and SCM personnel to provide high levels of expertise and services in the procurement of goods and services by negotiating, executing, administering and terminating company contracts in an effective and efficient manner.

  • Develop and execute contracting strategy to support purchases for materials and services, which satisfy state and federal statutes, international law, Uniform Commercial Code (UCC) provisions, and corporate policies to meet internal business partner requirements in a timely manner at the overall best evaluated and delivered cost.

  • Participate as an active contributor/member of negotiation teams by collaborating with business partners and other SCM personnel (i.e. Category Managers and Senior Buyers) to analyze and review the economic/spend analysis, developing negotiating strategy, directly participating in negotiations to ensure optimal pricing, vendor selection and supply chain risk management.

  • Document contracts to reflect negotiation outcomes.

  • Create and administer contracts, blanket contracts, releases, amendments, change orders, Request for Proposals (RFP’s) and Sealed Bidding.

  • Create and administer Request for Quotations (RFQ’s) Purchase Orders (PO’s) based on workload and demand.

  • Coordinate with the Supplier Relationship Management Specialist to investigate and arbitrate contract performance claims or complaints.

  • Actively manage contract lifecycle risks and performance by collaborating with business partners. Activities may include timely development of milestones and schedules, renewals, extensions, amendments, invoice variance resolution and contract close-out.

Qualifications

Required:

  • Bachelor’s Degree in Supply Chain, Engineering, Business Administration or other related field or equivalent working experience in similar role/function.

  • Minimum of three (3) years supply chain management or related experience.

  • Must be knowledgeable of and be able to apply the principles of business administration and purchasing and contract law.

  • Must be proficient in material and services sourcing and be able to analyze changing market conditions as it relates to the commodities being procured.

  • Effective negotiation skills.

  • Demonstrate strong leadership that will assist OPPD in achieving its strategic objectives.

  • Proven ability to develop lasting and effective professional relationships.

  • Periodically update their knowledge through formal training to assure current knowledge of relevant practices.

Desired:

  • Master’s degree or advanced certification (e.g. CPSM, APICS).

  • Deep understanding of strategic sourcing and supplier relationship management principles and application within a center-led Supply Chain with demonstrated success providing analyses to support company-wide procurement activities.

  • Demonstrated supplier/contract management, administration, negotiation or similar experience.

  • Comfortable reading and interpreting contracts in relation to supplier compliance, terms and conditions, etc.

  • Be self-motivated and have the ability to motivate others by using good influencing and persuasion skills.

  • Strong ability to work as an individual contributor.

  • Strong communication skills to effectively work with multiple stakeholders at various levels as well as suppliers.

Salary Grade: S4

Minimum: $78,265

Midpoint: $97,831
